Kalangala Infrastructure Services Ltd is hiring a Human Resource Officer to lead the Human Resources and Administration function, ensuring effective management of people, logistics, and administrative resources to support the company’s operational and strategic goals, specifically managing recruitment, employee development, fleet and asset management, and compliance with company policies and legal standards.

Responsibilities or duties

  • Collaborate with senior management to develop and implement strategies that align HR and administrative functions with the company’s long-term goals.
  • Provide input on workforce planning to ensure the company has the required skills and capacity for future growth.
  • Develop and implement HR policies, procedures, and systems aligned with company objectives and legal requirements.
  • Lead recruitment and selection processes to attract and retain qualified and motivated employees.
  • Oversee onboarding, training, and professional development programs to build employee capacity and performance.
  • Manage performance appraisal systems to ensure alignment with company goals and foster a culture of accountability and growth.
  • Handle employee relations, including conflict resolution, disciplinary actions, and grievance handling, ensuring a positive work environment.
  • Develop and oversee competitive salary structures and benefits programs to attract and retain talent to drive business growth.
  • Ensure accurate and timely payroll processing in collaboration with the Finance department.
  • Foster a positive organizational culture by organizing employee engagement initiatives, such as teambuilding activities, welfare programs, and recognition schemes.
  • Ensure workplace health and safety standards are met and address employee concerns promptly.
  • Lead and supervise the HR and administrative team, ensuring clarity of roles, accountability, and high performance.
  • Provide coaching, mentorship, and professional development opportunities for team members.
  • Design and implement staff wellness programs that address physical, mental, and emotional wellbeing.
  • Develop initiatives such as health check-ups, fitness programs, stress management workshops, and work-life balance strategies.
  • Ensure wellness programs align with employee needs and organizational goals
  • Ensure compliance with labor laws (Employment Act), workplace safety regulations, and company Human Resources policies and staff code of conduct.
  • Identify and mitigate human resource-related risks related to employee welfare, workplace safety, and legal compliance.
  • Oversee office operations, ensuring efficient use of resources like office consumables and proper adherence to administrative policies.
  • Develop and maintain systems for tracking company assets used in the office and homes, including office equipment, tools, facilities, and issued inventory.
  • Manage contracts and service agreements related to administrative functions with vendors and suppliers, such as cleaning, sanitation, and office maintenance.
  • Oversee the management of the company’s vehicle and motorcycle fleet, including scheduling, maintenance, and tracking usage to ensure operational efficiency and cost control.
  • Develop and implement fleet usage and fuel management policies to address logistical inefficiencies.
  • Monitor and report on fleet performance metrics and resolve issues affecting the efficient use of pool vehicles.
  • Ensure company facilities, equipment, and physical assets are maintained and secure.
  • Supervise allocating and utilizing office space and resources to support head office and field operations.
  • Prepare and present reports on HR and administration metrics, including workforce trends, fleet utilization, and operational efficiency.
  • Use data and insights to recommend improvements and strategic initiatives.
  • Prepare and manage departmental budgets, ensuring efficient use of resources for HR and administrative activities.

Qualifications or requirements (e.g., education, skills)

  • Bachelor’s degree in human resource management, Business Administration (BBA), Public Administration or related field.
  • Proficiency in office management tools.
  • Knowledge of fleet management and asset tracking systems is advantageous.
  • Strong organizational and multitasking skills.
  • Excellent communication and interpersonal skills.
  • Strong problem-solving abilities.
  • High level of attention to detail

Experience needed

Seven (7) years’ experience with three (3) years in a supervisory role
