The HR and Administration Manager will report to the WHH Uganda Country Director and collaborate closely with the Regional HR Manager on Head office level. This role is responsible for leading the HR strategy, overseeing recruitment processes, and ensuring that WHH systems and policies are understood and followed by all staff. The position also focuses on staff development and management within the WHH Uganda Country Program.

As a key member of the Senior Leadership Team, the HR and Administration Manager will directly supervise one HR Officer and provide technical oversight to HR and Admin staff across seven field locations. This includes ensuring effective day-to-day HR management in areas such as attendance, leave management, recruitment, employee insurance, and benefits administration.

The HR and Administration Manager is empowered to make independent decisions within the HR function, guided by WHH global HR policies, best practices, and Ugandan labor law. Additionally, the role provides direct support, mentoring, and coaching to HR staff in both the Country Office and project locations.

This position is based in the WHH Kampala country office and requires frequent travel to field offices.

Responsibilities or duties

  • Develop and maintain strategic leadership, coordination and management to all HR aspects of WHH Uganda operations, staff and partners staff, as relevant
  • Serve as a focal point for the Senior Leadership Team (SLT) in relation to any HR-and administration related topics
  • Develop the capacity of the HR Team in the areas of employee relations management, staff development strategies, HR systems, policy and procedure development and implementation
  • With support of the HQ HR, set up and roll out the WHH global online recruitment and selection system at WHH UGA at Country Office (CO) and Project offices
  • Ensure an enabling environment for retention, talent development and communication about future opportunities
  • In close collaboration with the Country Director, Head of Finance and HQ HR lead the periodical revision of WHH Uganda salary scale and benefits, triangulating the data with (global) Compensation and Benefits Survey Providers and other locally available mechanisms, to ensure that WHH Uganda remains a competitive and attractive employer in Uganda
  • Implement WHH Uganda-specific Human Resource policies in line with WHH HQ policies in support of organizational goals and ensure the consistent application and interpretation of existing policies across WHH Uganda operating offices through appropriate consultation, coaching and communication
  • Comply with WHH policies and practice with respect to Child Safeguarding, Code of Conduct, safety and security, fraud and other relevant policies and procedures
  • Liaise with the Country Director and other ELT members as relevant on any legal issues as may arise; ensuring WHH Uganda adheres to relevant Ugandan legislation
  • Oversee the process of I/NGO registration nationally, provide input to relevant Government of Uganda compliance processes.
  • Lead the process of identification of staff areas of improvement; develop and implement the capacity strengthening strategy of the WHH UGA national staff
  • Lead the process of annual Employee Dialogue, strengthening the capacity of the line managers in appropriate use of the tools
  • Ensure that WHH Uganda is an active member of the NGO Forum HR Working Group, delivering high quality inputs and feed back to the SMT

Qualifications or requirements (e.g., education, skills)

Experience needed

  • Master's degree in human resources/business management/administration or equivalent
  • Minimum of five (5) years' professional experience in Human Resources including at least two (2) years within a large international NGO
  • At least two (2) years’ experience in setting up/strengthening HR systems
  • Previous experience and knowledge of HR Information Systems (HRIS)
  • Knowledge of relevant Ugandan legislation and policies
  • Expertise in recruitment and selection methodologies and approaches
  • Proven track record in capacity strengthening, mentoring and coaching of the team
  • Cross-cultural experience, understanding, sensitivity and a high level of integrity
  • Excellent organizational and time management skills
  • Excellent interpersonal, written and oral communication skills
  • Computer literate, with a high degree of proficiency and productivity
  • Ability to work comfortably and effectively, either at own initiative or under direction
  • Willingness to regularly travel to WHH field offices’
  • Ability to work in a team/independently
  • Fluent in English, written and spoken, knowledge of Ugandan local languages an asset
