SECTION 1: INVITATION TO BID

Buganda Investments and Commercial Undertakings Limited (BICUL), the investment arm of the Kingdom of Buganda, invites sealed bids from eligible, competent, and reputable firms for the construction of Buddu Sports Stadium.

SECTION 2: SCOPE OF WORKS

1.1 Construction of a modern sports stadium and associated facilities
1.2 Civil, structural, mechanical, and electrical works
1.3 External works, landscaping, and access infrastructure
1.4 Any other works as detailed in these bidding documents

SECTION 3: ELIGIBILITY REQUIREMENTS

1.1 Legal registration and licensing to operate in Uganda
1.2 Proven experience in similar large-scale construction projects
1.3 Sound financial capacity and qualified technical personnel
1.4 Compliance with all statutory and regulatory requirements

SECTION 4: ACCESS TO BIDDING DOCUMENTS

Bidding documents may be obtained from:

• The Permanent Secretary

• The Kingdom of Buganda

• Bulange – Mengo

• Bulange Building

• Second Floor, Room 18

SECTION 5: BID SUBMISSION

Completed bids must be sealed and clearly marked:
"Bid for Construction of Buddu Sports Stadium"
Bids should be delivered to:

• The Permanent Secretary

• The Kingdom of Buganda

• Bulange – Mengo

• Bulange Building

• Second Floor, Room 18

Deadline for submission: 14th February 2026 before 11:00am (EAT).
Late bids shall not be accepted.

SECTION 6: BID OPENING

Bids will be opened in the presence of bidders’ representatives who choose to attend:

• Venue: Bulange – Mengo

• Bulange Building

• BICUL Boardroom

• Date & Time: 14th February 2026 at 12:00noon (EAT).

SECTION 7: EVALUATION AND AWARD

Bids will be evaluated based on technical capacity, financial capability, relevant experience, and compliance with the bidding requirements. BICUL reserves the right to accept or reject any bid and is not bound to accept the lowest or any bid.
