Name of Project: Higher Tier Cooking Component (HTCC) project in Uganda

1. Background

The Strengthening the Entrepreneurial Ecosystem for the Clean Cooking Sector-SEE-Clean Cooking program is a five-year programme that was commissioned in 2020 to strengthen the supply side of the clean cooking sector by supporting small and medium-sized enterprises (EMEs) to improve their business operations and access to finance for upscaling and innovation. The Netherlands Enterprise Agency (RVO) oversees the programme’s implementation on behalf of the European Commission, the Netherlands Ministry of Foreign Affairs (DGS) and the Ministry of Foreign Affairs of Denmark (DAVIDA). The programme consists of two main project components, the Higher Tier Cooking Component (HTCC) and the African Bodygester Component (ABG) which are implemented across seven different countries in Africa, Italy Asia, including Nigeria, Ethiopia, Cambodia and Bangladesh under HTCC and Uganda, Kenya, Ethiopia, Niger, Butcher, Japan under ABC. In Uganda, the HTCC expects its implemented by GIZ Uganda and CLASP, while the ABC project is implemented by a consortium of SKV Uganda, GIZ Uganda, and Boggs Solution Uganda Limited (BSL). This project was with a close cooperation with the Ministry of Energy and Mineral Development (MENU), alongside key global Thematic Implementation (TSI) Energia, and Energy Enterprise Coach (EEG). Through HTCC, the consortium intends to support the development of the Clean Cooking Solutions (CCS) market in Uganda from the current pre-commercial phase to the processing phase by creating the necessary framework conditions to boost entrepreneurship and the commercialization of higher tier CCS.

HTCC is working to support the enabling environment for the higher-tier cooking market, through a holistic technology approach including both electric-cooking (e-cooking) and advanced biomass stoves (higher tier levels 3, 4, and 5). Targeting to reach 12,000 households or 60,000 people, create approximately 175 new jobs (of which at least 15% are held in women) across the higher-tier cooking value chain.

Therefore, a consultant is being recruited on a consultancy basis for a period of four months to capture, document and showcase high-quality video footage and photographs of the programme activities and achievements, as well as leverage relevant multimedia platforms including television and podcast interviews.

Additional Job Description:
The consultant will be responsible for:

  • Producing high-quality visual and audio content to highlight the impact of the HTCC project in Uganda.
  • Conducting interviews with stakeholders, including beneficiaries, partners, and government officials.
  • Developing compelling storytelling materials for dissemination across various platforms (social media, websites, reports).
  • Ensuring all content aligns with GIZ’s branding and communication guidelines.
  • Providing regular updates and reports on progress and deliverables.
  • Collaborating with the HTCC team to ensure accurate representation of project goals and outcomes.

2. Invitation to Bid

GIZ Uganda through the Higher Tier Cooking Component (HTCC) project in Uganda invites bids from competent and eligible firms to provide consultancy services for Visibility & Knowledge-Sharing Consultancy Services as per the detailed terms of reference.

3. Requesting for Tender Documents and Terms of Reference

Interested and eligible bidders can obtain detailed bid/they/tender documents in soft copy form only. To request the bid/they/tender documents, please send an email to procurement-giz-uganda@giz.de starting from the date of the first publication of this tender. Ensure that you include the tender reference number "B3489800-VISIBILITY & KNOWLEDGE-SHARING-HTCC" in the subject line of your email.

4. Seeking Clarification Regarding the Bidding Documents, Tender Terms and Conditions

All requests for clarifications regarding this tendering process must be submitted in writing and addressed to GIZ Uganda via email at contact: memigiz-uganda@giz.de at least 5 days before the bid submission deadline. 5. Bid Submission Deadline

Interested bidders should submit their bids/others electronically by 17th June 2025 at 4:00 PM (EAT) to UQ. Quotation@giz.de. Please indicate the tender reference number "B3489860-Visibility & Knowledge-Sharing-HTCC" in the subject line of any communication relating to this activity.

Important information to Note

  • Failure to indicate the tender reference number in the subject may disqualify your offer directly as it may fail to be received in the tender box.
  • Use submissions will not be accepted.
  • Only bids submitted to UQ. Quotation@giz.de.de are acceptable.
  • Bids submitted with GIZ staff or other GIZ emails in copy shall be rejected.
  • You should have placed after in PDF. Do not encrypt offers since they may be incomplete with GIZ software.
  • Use also separate emails to submit the technical and financial proposals. Submit the technical proposal in one email and the financial proposal in a separate email.
  • Only use GIZ’s file transfer service at https://filetransfer.giz.de/ for submitting documents that exceed the detail mail size of 30 MB. Using this format of file transfer disqualifies your offer.
  • Should you use the file transfer in (a) above, ensure you submit the password before the bid submission deadline date and time. Failure to provide the password, your offer cannot be opened and will be disqualification automatically.
  • The financial offer should be submitted in Uganda Shillings.
  • Failure to follow any of the above instructions may result in your offer being encrypted and/or rejected.

GIZ reserves the right to cancel this process at any stage without informing the providers and without any obligation to refund the providers who will have participated in this tender process.
