Purpose of the role:

The Livestock Officer will provide technical leadership and field-level support in the implementation of climate-smart livestock production and management interventions under the Uganda Climate Smart Agricultural Transformation Project. The position will focus on improving livestock productivity, animal health, food security, nutrition, household incomes, and resilience among refugee and host communities through sustainable and climate-resilient livestock production systems.

The Livestock Officer will work closely with livestock farmers, community animal health workers, local authorities, and other stakeholders to promote good livestock husbandry practices, disease prevention and control, pasture management, and climate adaptation strategies.

Responsibilities or duties

Key Result Areas:

Technical Program Implementation

  • Lead the implementation of climate-smart livestock production interventions within project target areas.
  • Promote sustainable livestock production systems that enhance resilience to climate change and environmental shocks.
  • Support beneficiary households in improving livestock management practices, including feeding, breeding, housing, and animal welfare.
  • Promote improved livestock breeds and climate-resilient livestock technologies where appropriate.
  • Support establishment of fodder production systems, pasture development, and feed conservation initiatives.
  • Facilitate livestock-based livelihood activities aimed at increasing household income and food security.

Animal Health and Disease Management

  • Support livestock disease surveillance, prevention, and control activities.
  • Coordinate livestock vaccination, deworming, and treatment campaigns in collaboration with veterinary authorities.
  • Train farmers on basic animal health management and biosecurity practices.
  • Promote early detection and reporting of livestock disease outbreaks.
  • Strengthen community-based animal health service delivery systems.

Capacity Building and Community Engagement

  • Conduct training and extension services for livestock farmers, farmer groups, and community animal health workers.
  • Support the formation and strengthening of livestock producer groups and cooperatives.
  • Facilitate farmer field schools, demonstration activities, and knowledge-sharing events.
  • Promote participation of women, youth, refugees, and vulnerable households in livestock interventions.

Refugee and Host Community Programming

  • Support integrated livestock development interventions targeting refugee and host communities.
  • Promote social cohesion through joint livestock and livelihood activities.
  • Work closely with refugee settlement management structures and local government authorities to ensure effective implementation.
  • Ensure equitable access to project resources and services for all targeted beneficiaries.

Monitoring, Evaluation and Reporting

  • Conduct routine field monitoring and provide technical support to beneficiaries.
  • Collect, analyze, and report project data related to livestock interventions.
  • Prepare weekly, monthly, quarterly, and annual progress reports.
  • Document success stories, lessons learned, best practices, and project achievements.
  • Support project assessments, evaluations, and learning activities.

Stakeholder Coordination

  • Collaborate with District Veterinary Officers, local government departments, NGOs, community-based organizations, and development partners.
  • Participate in livestock sector coordination meetings and technical working groups.
  • Build partnerships that enhance project impact and sustainability.

Compliance and Safeguarding

  • Ensure compliance with donor regulations, organizational policies, and government livestock management guidelines.
  • Integrate environmental sustainability, climate adaptation, gender equality, and safeguarding principles into project activities.
  • Promote responsible livestock production practices that minimize environmental degradation.

Qualifications or requirements

Education

Applicants must possess:

  • A Bachelor of Science Degree in Agriculture from a recognized institution.
  • Additional training or certification in Animal Production, Animal Health, Veterinary Extension, Livestock Management, or Climate Smart Agriculture will be an added advantage.

Experience needed

The ideal candidate should have:

  • A minimum of five (5) years of practical experience in Climate Smart Agriculture programming, with significant involvement in livestock production systems.
  • Proven experience working in a refugee settlement and host community context.
  • Demonstrated experience implementing livestock, food security, resilience, or livelihoods projects.
  • Experience providing livestock extension services and farmer capacity-building programs.
  • Experience working with NGOs, humanitarian organizations, government agencies, or donor-funded projects will be an added advantage.
