Position Summary

The Loan Officer is responsible for managing AsOne’s education loan fund under the AsOne Labs programme. This role ensures accurate loan disbursement, repayment tracking, compliance with financial regulations, and proactive risk management. The officer plays a critical part in enabling sustainable leadership development by maintaining a healthy loan portfolio and supporting low-interest loans for staff and alumni pursuing tertiary studies aligned with AsOne’s mission.

Key Responsibilities

1. Loan Fund Management & Financial Operations

  • Maintain accurate and comprehensive records of:
    • all loan applications
    • approvals and disbursements
    • interest-only payments
    • principal repayment schedules
    • delinquency and default cases
  • Set up and maintain amortisation schedules for each borrower using financial software or spreadsheets.
  • Reconcile loan accounts monthly with the Finance Department and the AsOne Labs Administration team.
  • Prepare monthly, quarterly, and annual loan fund performance reports (repayment rate, default rate, fund recycle ratio).
  • Monitor loan fund sustainability indicators and recommend adjustments to terms if needed.

2. Application Processing & Eligibility Assessment

  • Review all loan applications for financial readiness, leadership programme completion, eligibility criteria, and compliance with AsOne Labs rules.
  • Verify submitted documents (transcripts, national ID, admission letters, reference forms).
  • Conduct financial-readiness interviews with applicants to assess understanding of borrowing obligations.
  • Present loan applications to the Loan Committee with financial analysis and recommendations.
  • Communicate approvals, rejections, or conditional offers to applicants in a timely and professional manner.

3. Borrower Support, Education & Communication

  • Ensure all approved borrowers receive mandatory borrower education covering:
    • interest-only payments
    • repayment schedule
    • penalties for late payments
    • default consequences
    • budgeting and responsible loan use
  • Provide continuous communication throughout a borrower’s study and repayment period.
  • Maintain individual borrower files with transcripts, contact information, programme status, and repayment updates.
  • Support struggling borrowers through early-warning communication, coaching, and referral for restructuring options when appropriate.

4. Disbursement & University Coordination

  • Coordinate with approved universities/colleges to:
    • verify student enrollment
    • monitor academic progress
    • manage disbursement schedules
    • confirm tuition invoices
  • Ensure all loan funds are disbursed directly to universities, not to borrowers.
  • Track annual/semester progress reports and transcripts, ensuring students remain in good academic standing.

5. Repayment Monitoring, Delinquency Prevention & Risk Management

  • Monitor repayment deadlines and send payment reminders according to the repayment calendar.
  • Track early indicators of financial distress and intervene early.
  • Maintain a structured delinquency follow-up process:
    • Day 1–30: reminders
    • Day 31–60: phone follow-up / counseling
    • Day 61–90: formal notice
    • After 90 days: Loan Committee action (restructure or collections process)
  • Recommend risk mitigation strategies: co-signers, partial scholarship support, grace-period reviews, or restructuring when justified.
  • Protect the long-term sustainability of the loan fund by maintaining low default rates.

6. Compliance, Governance & Reporting

  • Ensure all loan documents, agreements, and repayments comply with Uganda’s financial and legal requirements.
  • Maintain strict confidentiality and secure handling of financial and personal data.
  • Provide quarterly presentations to:
    • Loan Committee
    • Finance Department
    • Leadership & Learning Steering Committee
  • Prepare materials for audits, evaluations, and annual impact reports.

7. Collaboration Across the AsOne Labs Programme

  • Coordinate with:
    • Leadership Coordinator – to verify borrower completion of leadership & financial literacy modules.
    • Administration Coordinator – for updated alumni databases, communication channels, and participant record management.
    • HR Department – for staff-alumni integration, pipeline planning, and leadership metrics.
    • University Partnerships Lead – for discounts, verification, and student support.
  • Attend relevant AsOne Labs workshops and alumni events to support the loan education component.

Qualifications & Experience

  • Bachelor’s degree in Finance, Accounting, Microfinance, Business Administration, Economics, or related field.
  • Minimum 2–4 years of experience in:
    • loan management
    • microfinance
    • NGO finance
    • credit operations
    • or educational financing
  • Strong skills in accounting, Excel, and financial modelling.
  • Experience with loan tracking systems or willingness to learn digital loan software.
  • High integrity and proven ability to handle confidential information.
  • Familiarity with the Ugandan banking/finance regulatory environment.
  • Experience working with youth or educational programmes is a strong advantage.
