Background

On December 10th, 2025, the Governments of the United States (USG) and the Uganda signed a five-year Memorandum of Understanding (MoU) as part of the U.S. foreign assistance realignment in the health sector. The MoU provides a structured framework for gradually transitioning all front-line health workers currently supported by USG implementing partners—including those serving in refugee-hosting districts—to the Government of Uganda by 2030.

As part of implementing this agreement, the Ministry of Health in collaboration with Health Service Commission (HSC) will conduct a national validation exercise to verify and update records of USG-supported front-line health workers. The purpose of this exercise is to establish an accurate and comprehensive database to guide the phased transition of eligible staff to Regional Referral Hospitals (RRHs) Cities, and Local Governments as wage allocations become available. This exercise will culminate in the issuance of an HSC minute, which will serve as an official record to facilitate the eventual transition of validated staff to RRHs, Cities, and Districts when positions and wage provisions are confirmed.

The validation exercise will be conducted at designated Regional Referral Hospitals and at Health Service Commission for Central level institutions from 2nd March to 10th April, 2026. USG supported staff from RRHs, Districts/Cities, including refugee-hosting Districts, will be required to report to their assigned Regional Referral Hospital on the specified dates to participate in the process.

Applications are therefore invited from ONLY staff who have active contracts with a USG supported implementing partner or those who had valid contracts by January 2025.

Eligible applicants are requested to appear with duly completed application forms and all required attachments at their respective Regional Referral Hospitals as per validation schedule attached.

Additional Details

The validation exercise will be conducted at designated Regional Referral Hospitals and at Health Service Commission for Central level institutions from 2nd March to 10th April, 2026. USG supported staff from RRHs, Districts/Cities, including refugee-hosting Districts, will be required to report to their assigned Regional Referral Hospital on the specified dates to participate in the process.
