About the Project

The Youth Economic Empowerment through Livestock Development (YEELD) Program is a five-year initiative aimed at improving the socio-economic well-being and resilience of financially disadvantaged young people aged 18–35 years in the Teso, Bukedi, and Ankole sub-regions of Uganda through livestock value chains. The program seeks to create 250,000 work opportunities, including for 200,000 (80%) young women, 5% persons with disabilities (PWDs), and 3% refugees and displaced persons (RDPs). YEELD is being implemented across 20 districts in the three sub-regions through a consortium coordinated by Ripple Effect, dfcu Foundation, and Multi Community Based Development Initiative (MUCOBADI), in partnership with the Mastercard Foundation.

Role Purpose

Supported by MEAL Director, s/he is responsible for leading the management of innovative Monitoring, Evaluation, Accountability and Learning (MEAL) system for evidence-based adaptive management in addition to providing strategic direction on the MEL function to consortium partners. S/he will also serve as the link person with the M&E Director at the Management unit and Mastercard Foundation MEAL team.

S/he supports the design and implementation of Management Information System (MIS) and ensures it is robust, updated, and capable of generating real-time dashboards and insights. The MEAL Manager also provides technical support to the two sub sub-partners in Ankole sub region, ensuring that teams understand MEAL frameworks, have the tools, provide training, and guidance needed to collect, analyse, and use data effectively.

Key Responsibilities

Strategic MEAL Leadership

  • Support implementation of the YEELD MEAL framework and systems at regional level, including application of approved MEAL plans, data collection tools, and reporting templates, ensuring alignment with project objectives, Mastercard Foundation standards, and shared measures.
  • Contribute to the integration and application of evidence-based approaches in regional project implementation by supporting data use, learning processes, and adaptive management practices.
  • Support monitoring of sub sub-partners’ adherence to established MEAL systems, standards, and reporting requirements within the region.

Monitoring & Evaluation

  • Contribute to the development of robust and systematic mechanisms and tools for continuous tracking of both primary and secondary youth in work.
  • Ensure sub sub-partners partners’ compliance with internal data quality requirements and timely submissions for reporting.
  • Support implementation of baseline, tracer, midterm, and endline assessments at regional level in line with approved standards and timelines.
  • Conduct Routine Data Quality Assessments (RDQAs) and follow up on implementation of data quality improvement actions.
  • Conduct routine field monitoring visits to assess programme implementation, data quality, and progress.
  • Conduct data analysis and visualization to track program progress, identify trends, and generate actionable insights.

Management Information System (MIS)

  • Support development, implementation and continuous updating of the program’s MIS at regional level in alignment with the MEAL framework.
  • Ensure sub sub-partners regularly update data and reports, while maintaining data accuracy, timeliness, and accessibility for program us.
  • Ensure data quality through regular data verification, validation, and timely submission of program information
  • Enforce data protection and confidentiality protocols by ensuring secure storage, controlled access, and appropriate use of program data and records.
  • Provide technical support and orientation to sub sub-partners and field teams on MIS tools, systems, and reporting requirements.

Adaptive Management & Learning

  • Facilitate regular learning and reflection sessions with sub sub-partners to capture lessons learned, best practices, and challenges.
  • Coordinate quarterly learning and reflection sessions with partners and key stakeholders at regional level.
  • Support implementation of adaptive management processes by documenting evidence and recommending regional program improvements.
  • Facilitate regular performance review and reflection meetings to discuss MEAL findings and support data-informed program adjustment.

Knowledge Management & Reporting

  • Support the documentation of success stories, lessons learned, and best practices to strengthen learning and inform programme improvement.
  • Support compilation and submission timely, accurate, and donor-compliant programme reports, highlighting progress, outcomes, key challenges, and recommendations.
  • Support programme closeout processes at regional level through proper filing and archiving of programme, MEAL, and financial records, and contribute to the consolidation of evidence and lessons learned.

Capacity Strengthening & Regional Support

  • Strengthen capacity of staff and sub sub-partners and in MEAL systems, tools, and methodologies.

Other duties

  • Ensure compliance with Ripple Effect policies and all relevant legislation.
  • Act at all times according to Ripple Effect’s values and in support of its Africa Forward Together approach.
  • To undertake other duties of a similar nature as reasonably required by the line manager.

  • Coordinate regional baseline, tracer, midline/endline assessments and evaluation activities.

  • Lessons learned, success stories, and best practices documented and consolidated for programme learning and continuous improvement.

  • Provide technical support and mentorship to sub sub-partners and programme teams on MEAL tools, systems, and methodologies.
  • Strengthened regional capacity in data quality and results management.

Qualifications

Desirable:

  • Bachelor’s degree in Statistics, Development Studies, Social Sciences, or related field with
  • A Post-graduate Diploma in monitoring and Evaluation.

Experience and Knowledge

Essential:

  • 8+ years of in MEL position within large-scale donor-funded programmes.
  • Experience coordinating evaluations (baseline, midline, endline, tracer studies) and managing MIS platforms.
  • Experience in development and operationalization of consolidated MEL frameworks / system is required.
  • Experience working in Mastercard Foundation funded projects, agrifood or livestock systems preferred.
  • Experience in working with web and cloud-based management information systems is an asset.
  • Experience in project documentation of project learnings is an asset.
  • Experience quantitative and qualitative analytical skills and data management expertise.
  • Proficiency in Microsoft Office programs, i.e., Excel, Word, PowerPoint, etc., and the ability to use various statistical and data visualization software programs e.g., STATA, R, PowerBI, SPSS.
