1. Job Purpose:

The MEL Officer is responsible for establishing and managing the project's monitoring, evaluation, and learning systems at the cluster level. The role ensures that project activities are tracked effectively, results are measured against indicators, and lessons learned are documented and utilized to improve program quality.

2. Key Responsibilities:

Monitoring & Data Collection:

  • Develop and implement data collection tools (surveys, questionnaires, focus group guides).
  • Conduct regular field visits to monitor project activities and verify data quality.
  • Train and supervise enumerators or field staff on data collection methodologies.

Data Management & Analysis:

  • Maintain the project database, ensuring data is accurate, complete, and secure.
  • Analyze quantitative and qualitative data to measure progress against performance indicators.
  • Identify trends, successes, and challenges in project implementation.

Evaluation & Reporting:

  • Support the planning and execution of baseline, mid-term, and end-line evaluations.
  • Prepare high-quality MEL reports, including data visualizations (graphs, charts) for internal and external use.
  • Contribute to the drafting of donor reports with accurate performance data.

Learning & Adaptation:

  • Facilitate learning sessions and after-action reviews with the project team.
  • Document best practices and lessons learned to inform adaptive management.
  • Ensure feedback from beneficiaries is collected and used to improve programming.

3. Qualifications & Experience:

Education: Bachelor’s or Master’s degree in Statistics, Economics, Social Sciences, Development Studies, or a related field.

Experience: Minimum 3-5 years of experience in MEL, monitoring, or research for development projects.

Skills: Strong proficiency in data analysis software (e.g., SPSS, STATA, or R). Expertise in Excel and database management. Knowledge of digital data collection tools (e.g., Kobo Toolbox, ODK) is essential.
