Project: Global Health Supply Chain - Procurement and Supply Management (GHSC-PSM)

Background
The purpose of the Global Health Supply Chain– Procurement and Supply Management (GHSC-PSM)
Program is to ensure uninterrupted supplies of health commodities in support of United States Government (USG)-funded public health initiatives around the world. The project provides direct procurement and supply chain management support to the President’s Emergency Plan for AIDS Relief (PEPFAR) and President’s Malaria Initiative (PMI). In supporting USG-funded global health activities, GHSC-PSM will develop and manage a wide array of services for health commodity procurement and related systems strengthening technical assistance encompassing different elements of a comprehensive supply chain.

At the country level, GHSC-PSM supports country strategies and priorities that fall under the following three project objectives:
• Global Commodity Procurement and Logistics
• Systems and operational support
• Global and local collaboration to improve availability of health commodities

Purpose
The Procurement Advisor–Lab will work under the technical supervision of the Technical Director. The primary responsibility of the Advisor is to provide technical procurement expertise and serve as a key resource for the implementation of laboratory logistics policies, systems, goals, and procedures related to the procurement of lab commodities and services. The Procurement Advisor–Lab is also responsible for monitoring the implementation of the GHSC-PSM joint work plan and providing periodic performance reports.

Specific Responsibilities
• Provide procurement and logistics expertise for local and international procurement of USAID/PEPFAR funded laboratory equipment, and lab commodities
• In collaboration with MOH/Quantification Planning and Procurement Unit (QPPU), perform quantifications, conduct regular forecasting, and supply plan updating, develop specifications and procurement of laboratory commodities
• Provide support to the Laboratory/DCP procurement team ensuring procurements are aligned with supply plans while maintaining on time delivery targets
• Achieve at least 80% on-time delivery (OTD) and on-time delivery in full (OTIF) by managing the progress of orders for products funded under the specific task order from the point of intent to request by the USAID Mission in country through delivery of the product to the country. Order management activities include directing a team to:
o establish and enforce procurement policies and procedures for processing requisition orders (ROs) and purchase orders (POs) on a timely basis
o ensure viability and accuracy of delivery and financial commitments that are being made by GHSC-PSM
o ensure procurement teams follow established protocols and seek necessary internal
(Finance, Risk) and external approvals (USAID)
• Track and conduct analyses of cycle times, sources of risks to signed and unsigned request orders, and proposed solutions, communicating problems and progress to the rest of the GSC and the TO Director
• Liaise with GHSC-QA and/or FHI360 to ensure that products are tested as required and meet acceptable quality standards
• Monitor orders/POs to ensure that the supplier fulfills commitments as per negotiated contracts.
• Work with the Deliver/Return team to ensure products are delivered based on committed dates
• Provide technical support in implementation of Global Viral Load/EID Service Level Agreement (SLA) for Uganda through regular monitoring of supplier performance/compliance to SLA key performance indicators
• Provides support in the collection, analysis and reporting of laboratory logistics data using national HIV/AIDS laboratory logistics tools to inform resupplies, quantification, funding and procurement decisions
• Provide support to the central warehouse (Joint medical stores) to ensure appropriate receipt, storage, and distribution of laboratory commodities
• Representation of GHSC-PSM in supply chain stakeholders’ meetings; Commodity Security Group meetings, viral load/EID, and other technical working group meetings
• Develop and maintain a database list of pre-qualified suppliers to improve the existing procurement process
• Support GHSC-PSM annual procurement work plan development
• Develop coaching, mentoring and skill transfer programs to build GHSC-PSM procurement team staff capacity
• Carry out additional responsibilities and other duties assigned from time to time by the Technical Director of GHSC-PSM or his/her designee

Qualifications and Desired Attributes:
• Bachelor's degree in medical laboratory technology required.
• Master's degree in supply chain management, public health and other related field preferred
• At least seven years of working experience in field of health commodities procurement or procurement of pharmaceuticals, laboratory reagents/consumables and supplies for HIV/AIDS programs required
• Prior experience with USAID-funded projects or GHSC-PSM preferred
• Demonstrated experience in contract management and vendor pre-qualification
• Demonstrated ability to build and maintain working relationships, particularly interacting productively, proactively, and comfortably with government agencies. Experience in ARTMIS system is a plus
• Excellent interpersonal skills, sound judgment, communication skills, training experience, ability to identify and resolve policy and operational constraints
• Skilled in actively working in high-performing teams and independently deliver expected result
• Self-motivated, interest and experience in managing and supervising technical staff • Strong verbal and written communication skills in English

Level of Effort and Location
This long-term position will be based in Kampala, Uganda with intermittent travel throughout the country, as needed.
