Job Purpose
Our flagship Dispensers for Safe Water (DSW) provides over 4 million people across rural Uganda, Malawi, and Kenya. Recent evidence highlights that clean water may be among the most effective interventions available to save young children’s lives, averting more than 30% of all-cause child mortality. The dispensers’ program - based on research for Nobel-winning economists - utilizes an innovative and human-centric design to deliver clean water at the source in rural settings, achieving usage rates which are 5x that of comparable interventions.
Given the tremendous benefits of safe water, Evidence Action is rapidly innovating to build the next generation of clean water interventions. We are currently incubating a next generation technology, in-line chlorination (ILC) that targets peri-urban communities. We are seeking to pilot and scale this program in early 2022.
The Safe Water Program Manager will serve as the deputy to the Country Director with dotted reporting line to the Associate Director, Safe Water and will support and work closely with the Country Director to oversee program operations, guide, motivate, and grow the implementation team in Uganda. This position will have two Associate Safe Water Program Managers as direct reports. This position requires a highly motivated individual who exhibits strong leadership qualities, is passionate and flexible about using operational and people management experience to build a high-performing service delivery program to serve millions with access to safe water.

Duties and Responsibilities
The Incumbent will be responsible for the following:
Program Management

• Participate in the development of program tools and best practices for DSW and ILC program implementation.
• Work closely with area coordinators to ensure that the developed program’s implementation tools and best practices are tracked and timely executed during program implementation phases.
• Ensure that program deliverables/targets are achieved in the most efficient methods for example the DSW and ILC adoptions rates, functionality rates, chlorine delivery schedules etc.
• Ensures the key activities are achieved within the set timelines and budget.
• Facilitate quality data collection and management by coordinating between MLE and the coordinators.
• The Program Manager will collaborate closely with Evidence Action’s Monitoring Learning and Evaluation (MLE) team (s)he is responsible for sharing program performance data and lessons learned to the program team.
• Develop strategies leading to full maximization of the delivery and maintenance of the DSW and ILC across the program.
• Further develop and refine program operations strategies and lead activities between field operations, research/evaluation, information systems and support functions to ensure continuous improvement.
• Generate, manage and share knowledge for continuous program improvement including reports from MLE, Engagements surveys from HR and other related research reports.

County and Stakeholder Engagements
• Work with county leadership to secure stakeholder project buy-in and approvals for program implementation.
• Facilitate and coordinate appropriate county/district and stakeholders’ engagements including dissemination or relevant program data and updates.
• Lead partnership- and other stakeholders’ meetings and forums.
• Lead and support area coordinators in maintaining and where relevant establishing local stakeholders’ relationships.
• Support county/district MoU formation discussions and their management thereafter.
• Oversee quarterly reports disseminations and other related information to the counties/districts partners and relevant stakeholders.

Facilitate Program Training and Staff development activities.
• Ensure program teams are trained and on the program implementation tools/surveys and best practices.
• Work closely with supporting departments for staff upskilling training e.g MLE data quality refresher training, policy refreshers etc.
• Implement staff engagement activities across the offices within allocated budgets.
• Manage program interns for learning and supporting the program where needed (only if budget allows) and as per HR policy. Program Budget & Procurement Management
• Responsible for developing and management of program budget.
• Ensure budgets are monitored to and adhered to at all levels within the program expenditure and concur with the financial policies in place.
• Ensure program expenses are correctly billed to appropriate funders/donors as advised by grants office.
• Ensure program funds are available for field teams by prompt approvals and that the funds are cost effectively utilized.
• Closely work with the procurement department for cost effective and quality procurement of program supplies.
• Ensure that program supplies and equipment are procured within required timelines to avoid program operations delays.
• Work closely with Engineering Department, Procurement departments to ensure that program’s supplies for example ILC spare parts, chlorine tablets, staff gears etc are available in time.

Human Resource Management
• Determine program personnel needs/positions and liaise with HR for hiring and training.
• Determine staff transfers or relocations due to program expansions and restructuring.
• Work closely with EA’s HR’s function on all HR management tasks.

Program Fundraising
• Closely work with carbon credits financing team to ensure the program meets all carbon credit market requirements.
• Support the Country Director, Regional and Global teams on fundraising initiatives.
• Work with both national and county/district governments in sourcing for program funds and support.

Oversee Proper Utilization of Program Equipment/Resources
• Ensure that the allocated program resources are utilized in compliance with all EA policies.
• Ensure the program is appropriately resourced to carry out it’s functions.
• Ensure program properties inventory is managed in collaboration with the finance and operations functions.

Performance Management
• Develop, monitor, and performance manage program goals and targets in line with regional and global objectives.

People management

• Create and cultivate teamwork, morale, motivation among the direct reports and across the program.
• Create conducive working environment for staff to maximize their productivity.
• Lead the implementation of all relevant HR policies and operating procedure

Minimum Qualifications

An individual for this position will possess the following knowledge, skills and competencies;
• Bachelor’s degree in Management/Community Development/Community Health/Public Health or in a related field.
• A minimum of 4 years demonstrable program management experience.
• Demonstrable experience managing large teams within a program.
• Proven government and stakeholders’ management experience.
• Strong leadership and management skills.
• Sound knowledge of budgeting and resource allocation principles.
• The ability to find innovative ways to solve problems.
• Excellent people management, interpersonal and communication skills.
• Ability to learn from data and utilize in positive decision-making.

Working Conditions
This position involves both office (60%) and field activities (40%), contact with county/district authorities, NGO’s and other stakeholders. Interaction with project implementation teams and rural communities. This role requires regular travel, including travel into least developed rural areas.
