About the Position:
DSG is seeking a highly experienced Project Lead – Water Resource Mapping and Data Management to support the Program Manager of Data and Information by translating strategic direction into execution, coordinating technical actors, and ensuring effective delivery of water resource mapping activities across selected ASTYE Uganda implementation geographies. The Project Lead will be responsible for ensuring that all water resource mapping and data management activities are delivered on time, within budget, and to required quality standards, while generating actionable insights to support irrigation-based production, climate resilience, and youth-led agrifood enterprises.
Key Responsibilities:
Project Delivery and Coordination
- Lead day-to-day implementation of ASTYE’s water resource mapping and data management project in line with approved workplans and budgets.
- Coordinate water resource mapping activities across target geographies.
- Support identification and prioritization of high-gap districts requiring deeper mapping and analysis.
- Coordinate aggregation, validation, and dissemination of water resource mapping outputs to stakeholders.
- Ensure timely delivery of analytical products to support program decision-making and implementation.
Water Resource Mapping, Analysis, and Insights
- Support comprehensive water resource mapping and analysis to generate insights for multiple applications, including irrigation-based production by farmers.
- Coordinate analysis of water source locations and availability, water supply technology options, hydrogeological characteristics, groundwater quality, and hydrochemical properties.
- Support preparation, publication, and dissemination of high-quality water atlases and analytical briefs.
Data Integration, Systems, and Quality Assurance
- Coordinate integration of water resource mapping results into existing national and sectoral water resource database systems, including the Ministry of Water and Environment (MoWE) databases.
- Coordinate with service providers responsible for data collection, system integration, and management.
- Support the implementation of continuous quality control, verification, and data validation protocols.
- Support development and application of data standards, metadata requirements, and data sharing protocols.
- Act as the operational liaison between key stakeholders and ASTYE Uganda program teams.
Capacity Building and Training
- Design and deliver capacity-building activities for sub- regional and district-level experts on accessing, interpreting, and using water resource information and tools.
- Conduct targeted training sessions for stakeholders on best practices in data management and application.
- Organize socialization and training workshops with key stakeholders to promote use of water resource data.
- Support tracking of training delivery, participation, and learning outcomes in line with program requirements.
Coordination, Reporting, and Learning
- Coordinate closely with the Program Manager of Data and Information.
- Support cross-component integration with irrigation, extension, and advisory services.
- Prepare regular technical updates and inputs to program reports.
- Contribute to program learning, reflection, and adaptive management processes.
Qualifications:
- Bachelor’s degree in Water Resources Engineering, Hydrology, Environmental Science, Agronomy, or a related field; Master’s degree preferred.
- At least 8 years of relevant professional experience.
- Experience coordinating technical taskforces, consultants, and field-based programs.
- Experience working with GIS-based water resource mapping outputs is an advantage.
- Strong technical understanding of surface and groundwater assessment, water quality assessment, and water resource data workflows.
- Familiarity with water mapping activities recently undertaken in Uganda
- Strong coordination, facilitation, and communication skills.
- Proficiency in Microsoft Office Suite; experience with GIS, database systems, or data visualization tools is an advantage.
