EXPRESSION OF INTEREST (EOI) FOR PROVISION OF SERVICES FOR KFDA/LA2S MANDATORY ENVIRONMENTAL COMPLIANCE AUDIT, ENVIRONMENTAL MONITORING AND ESIA STUDIES (CFT REF: RFP-CUL-LD-00749).

CNOOC Uganda Limited (CNOOC), a subsidiary of China National Offshore Of Corporation, is an ol and gas exploration and production company, and Operator of the Kingfisher Development Area located in Kkuube and Holma Districts

CNOOC Invites Expression of interest (EOI) from professional competent companies to carry out KFDA/LA2S mandatory environmental compliance audit, quarterly compliance monitoring for ESIA certificates, Permits, Licenses, Authorizations and relevant laws and regulations, including Monitoring the treatment and disposal of drilling waste, oll field feeder pipeline construction work, operations of oll field facilities and cany out additional environmental assessment and studies.

NB: Decalled scope of work to be issued to those who will have passed pre-qualification stage.

Minimum requirements to participate in the Call for Tender:

• Registration on the National Supplier Database (NSD) maintained by The Petroleum Authority of Uganda for service providers in the Oil & Gas sector (Local and National Content statutory laws and regulations of the Government of Uganda
• Financial capacity to undertake the eventual contract
• The Bladers must have an approved and operational QHSSE policy, including documented procedures and specifications, that comply with the Ugandan petroleum regulations, the international Finance Corporation (IFC) Performance Standards, and other applicable International industry standards; Bidders must provide evidence of previous relevant service
• contracts, clearly indicating the contract duration and proof
• of service acceptance Acceptable documentation includes completion certificates, official letters, or acknowledgments that demonstrate the blader's capacity to delver similar scopes of work The Bidder must possess valid and veritable certifications and/or licenses issued by recognized national or international regulatory bodies such as ISO, or equivalents, demonstrating compliance with The Blader must submit a valid NEMA Company Certification authorizing the provision of Regulatory Environmental Audits and Environmental and Social impact Assessments (ESIAS), together with evidence of Certification of at least one Team Leader and two additional staff members, demonstrating their qualifications, training, and experience in ESIA, environmental audits, and monitoring, in line with the National Environment (Conduct and Certification of Environmental Practitioners) Regulations, 2003. The Bidders proposed team composition must include the names and CVs of personnel who are direct employees of the Bidder environmental management standards
• In cases where the bidder does not possess a NEMA Company
• Certification, it must present a team with at least one Team Leader and two NEMA-certified personnel, each individually certified to carry out Regulatory Environmental Audits and ESIÁ studies. These three Cerned personnel must have a signed working agreement with NOT more one bidder for this service Names of Personnel intended to be hired as external consultants or specialists shall not be presented at this stage
• EOIs from suitable partnerships and coffsortums/ventures for the provision of the required services and/or equipment are encouraged. Preference shall be given to suitably qualified in- country registered entities demonstrating commitment to statutory National Content requirements for oil and gas operations Bidders should strictly comply with Regulation 9 (Priority of Ugandan goods and services during procurement) and Regulation 10 (Contracts for goods and services to be exclusively provided by Ugandan ctizens and companies) of THE PETROLEUM EXPLORATION DEVELOPMENT AND PRODUCTION) (NATIONAL CONTENT) REGULATIONS, 2016. Any non- compliance may lead to direct disqualification and bidders should solely bear all the risks and consequences caused by the non- compliance.
• Parent company and its subsidiary are not allowed to participate in the bidding for the same lot (section) of a tender, or a tender not spitting into lots (sections). Otherwise, both the parent company and its subsidiary's bidding proposals shall be treated as null and
• void

Note: Bidders who express Interest but do not submit fully completed PQ documents shall not be considered for next steps.

Request for Proposals will be issued to those who shall have successfully passed the Pre-qualification stage.

LATE SUBMISSIONS SHALL BE REJECTED
