The Global Fund has been supporting Uganda since 2003 to fight HIV, TB and Malaria. Global Fund awarded the country another funding opportunity for the period 2027-2029. The AIDS Support Organization (TASO) was selected by the Uganda Country Coordinating Mechanism (UCCM) to be the second Principal Recipient (PR) of The Global Fund grants to support the Implementation of Integrated HIV, TB, Malaria and RSH (CSS and Human Rights) activities in line with the National HIV, TB, Malaria and Multisectoral Equity Strategic Plans (2025/26 to 2029/30).

The grants support the goals and objectives of the country’s national strategic plans, and successful applicants will be expected to contribute to the achievement of the objectives therein.

The detailed Interventions/activities and budgets are specified in the Request for Proposal (RFP) document.

It is upon this background that TASO invites proposals from eligible indigenous Civil Society Organizations (CSOs) to implement the proposed interventions in collaboration with Ministries, Departments and Agencies, District Local Government teams and existing Community structures in targeted districts across eight (8) clusters.

Instructions to prospective applicants

1. Prospective applicants are hereby invited to submit (a) proposal(s) in response to the RFP.
2. Sub-Recipient (SR) Selection process will be conducted in accordance with open domestic procedures contained in TASO procurement policy (2023) and aligned with The Global Fund guidelines which embraces objectivity, competition, transparency and accountability.
3. The SR selection process is open to all eligible local CSO applicants as detailed in the RFP and all prospective applicants are encouraged to read.
4. The RFP can be obtained from TASO and CCM websites and through an online application portal using this link: https://dynomics.tasogunda.org:8088/
5. Applicants must complete technical and financial proposal, obtain all administrative documents and corresponding annexes and submit all documents as specified in the RFP through the online application portal using the link in (4) above by 23rd July 2026 by Midnight.
6. The application portal shall close automatically on 23rd July 2026 at Midnight.

Note: Thereafter no proposal shall be accepted through any other means.

7. There shall be a pre-bid meeting through the zoom link provided below on the date and time indicated in schedule as in (9) below.
8. Applicants will receive a system generated notification upon successful submission of the application.

Any attempts by applicants to influence the outcome of the process in any way which can be interpreted as canvassing, lobbying or conflict of interest will lead to automatic disqualification. TASO reserves the right to accept or reject any Proposal at any level prior to the award of the contract without thereby incurring any liability to the applicant.
