ORGANIZATIONAL STRATEGIC PLAN DEVELOPMENT FOR MAKERERE UNIVERSITY WALTER REED PROGRAM (MUWRP)
1. Background
Makerere University Walter Reed Program (MUWRP) is a non-profit biomedical research organization, whose mission is to mitigate disease threats through quality health research, disease surveillance and health systems strengthening. Its work spans key thematic areas including clinical research, vaccines and therapeutics, clinical trials, laboratory research, implementation research, disease surveillance, outbreak preparedness & response and public health systems strengthening. The Organization currently operates under a strategic plan that will conclude on 31st December 2026. To ensure continuity, relevance, and alignment with its mission and vision, MUWRP seeks Consultancy services to facilitate the development of a new 5-year strategic plan for the period 2027 – 2031. This plan will guide the Organisation’s priorities, resource allocation, and performance monitoring for the next planning cycle. The consultant(s) will work under the guidance of MUWRP Management.
2. The specific objectives of the consultancy are as follows:
Conduct the end of strategic plan review for the existing plan and assess achievements, gaps, and lessons learned.
Conduct a situational analysis, including internal and external environment scanning (SWOT, PESTEL, stakeholder analysis).
Facilitate consultations with key stakeholders (Board, Donors, Management, staff, partners, beneficiaries).
Provide a clear implementation framework, including measurable objectives, outcomes, timelines, and monitoring & evaluation mechanisms.
Develop a forward-looking strategic plan that reflects organizational priorities, sector trends, and emerging opportunities.
Develop approaches that will lead to high impact programs and visibility for MUWRP.
3. Scope of Work
The consultant/s will:
Document Review: Analyze the current strategic plan, annual reports, evaluations, and other relevant documents.
Stakeholder Engagement: Design and facilitate participatory workshops, interviews, and surveys.
Environmental Scan: Assess external trends (policy, economic, social, technological, environmental) and internal capacity.
Drafting: Prepare successive drafts of the strategic plan for review and feedback. Include a clear Implementation framework that provides a roadmap with clear objectives, outcomes, indicators, and responsibilities and clearly builds in a mid-term review.
Dissemination: Disseminate the draft strategic plan to MUWRP’s Management and the Technical Committee of the Board for review.
Finalization: Produce a final strategic plan document, incorporating feedback from Management and the Technical Committee of the Board.
Any other necessary activities for purposes of developing the strategic plan as agreed with MUWRP Management.
4. Expected Output/ Deliverables
The key expected outputs/deliverables of this Consultancy will include:
A report detailing methodology, work plan, and timelines of the assignment.
Situational analysis report (including SWOT/PESTEL findings).
Minutes or reports from different workshops and stakeholder engagements.
Draft strategic plan for review.
Final strategic plan document (including implementation and monitoring framework).
Presentation of the plan to MUWRP Management and the Technical Committee of the Board.
5. Qualifications, Experience and Language
The Consultant or lead consultant, if a consultancy firm, must have proven/demonstrable experience in strategic planning and organizational development.
Knowledge of the biomedical sector and operating environment.
Strong facilitation and stakeholder engagement skills.
Excellent analytical, writing, and communication skills.
6. Assignment Duration & Reporting
It is expected that the assignment shall take a calendar months from the time of final selection to final deliverable.
7. Cost and terms of payment
The consultant/consultancy firm is expected to provide a detailed quotation to achieve the deliverables. Payment terms will be negotiated with the successful bidder and will include payment related to achievement of agreed and verifiable milestones.
8. Supervision
The Consultant (s) will report to the Executive Director/Designee. Any documents required by the Consultant(s) before embarking on the assignment will be provided by the responsible departmental heads, as may be required.
9. Proposal Submission
Interested Consultants should submit a proposal to the Executive Director, Makerere University Walter Reed Program, by 5th April 2026, in the following format:
i. Cover page with name, address and contact information
ii. Technical proposal (methodology, work plan, team composition).
iii. Capability Statement – Evidence of similar assignments undertaken.
iv. CVs of key personnel including names of 3 referees
v. Detailed Budget
