DRC Uganda is currently looking for a highly qualified and motivated individual to join our dynamic team as a Supply Chain Assistant Logistics.

The overall purpose of the role:

The Supply Chain Assistant role is responsible for coordinating the fleet, warehouse, and inventory operational tasks in the Bidibidi settlement while working in coordination with the regional office to ensure that the desired support to the program teams in the settlement is provided in a timely and efficient manner. Performance of tasks shall be in a manner that promotes value for money in accordance with DRC’s internal and donor procedures as per the Operations Handbook and Quality Standards to drive efficiency and effectiveness.

Responsibilities or duties:

Inventory Handling

  • Undertake the receiving and verification of all supplies delivered from the regional office and ensure these comply to all the technical specifications among other aspects so that value for money is attained.
  • Notify and share alerts with program teams on the arrival of their stock items to inform them of timely dispatches of these so that they support program implementation.
  • Maintain the office store/warehouse and ensure that proper systems and procedures as well as appropriate safety and security provisions are implemented and maintained.
  • Ensure proper documentation of all stock-related transactions by issuing the right documentation for all items moving in and out of the store's facility, while ensuring that records are maintained accurately, and relevant formats are used for each activity.
  • Support to provide the regional office with support on payment support documentation for field-based implemented activities, especially meetings where invoices and attendance sheets, among other things, are delivered in the settlement.
  • Be the link between settlement-based providers and the regional office, as well as provide them with timely feedback regarding their invoice status and any other buyer-supplier relationship-related questions that may arise.

Transport & Fleet Support

  • Ensure timely replenishment of fuel and ensure proper accountability and reporting of any allocations to automobiles in the settlement, as well as escalating any out-of-the-ordinary cases for support up to the country supply chain manager.
  • Coordinate and plan weekly/daily movements of vehicles based on weekly transport requests forwarded by the requesters and ensure that sufficient planning and coordination of vehicle movements is in place and adhered to by all requesters.
  • Work collaboratively with the regional office regarding fleet resource planning and allocation to ensure that the most appropriate allocations are made, ensuring effectiveness while achieving the highest levels of resource efficiency.
  • Responsible for ensuring that daily and weekly vehicle safety checks are carried out and relevant records are kept with the checklists involved.
  • Ensure that all documents and records related to the monthly vehicle reports are maintained for each vehicle file, along with the timely preparation and submission of monthly fleet-related reports to the Country Supply Chain Manager.
  • Receive reports of accidents, take appropriate action together with the line manager, and make assessments of damage and subsequent action to be taken in consultation with the region and country Supply Chain Manager.

Assets management support

  • Ensure that DRC operational guidelines, policy and procedures related to asset management are always adhered to and encourage staff to comply while being the point of contact on the assets aspect at the settlement level.
  • Ensure transparency and accountability of the day-to-day use of all DRC assets in line with the policies of the organization, donors and audit recommendations.
  • Work in close cooperation with the regional office as well as the Kampala Country Office to ensure appropriate documentation, reporting and authorization for transfers, donations and disposal of assets where applicable.

Other roles

  • Prepare and submit correct reports as may be required in the role.
  • Maintain a sound archiving system on the DRC SharePoint platform for all supply chain-related documentation for any reference purposes.
  • Perform any other duties as may be assigned by the line manager from time to time.

Qualifications or requirements (e.g., education, skills)

Required

  • A Minimum of a bachelor’s degree in procurement and logistics / supply chain management, Business administration with major in procurement or supply chain management
  • Demonstrated understanding and working knowledge/experience of logistical principles, concepts & processes.
  • Team player with good interpersonal skills, communication and documentation.
  • Ability to work with minimal supervision.
  • Computer literacy is a MUST.
  • Full professional proficiency in English

Desirable

  • Professional membership of any certified body related to the profession.

Experience needed

To be successful in this role, we expect you to have a minimum of 2 years' working experience in a busy International Non-Governmental Organization (INGO) environment with an understanding of donor financial requirements, conditions, and government budgets and tax policies.

Experience working with ERP-systems will be an advantage.
