Project: Global Health Supply Chain - Procurement and Supply Management (GHSC-PSM)
Background
The purpose of the Global Health Supply Chain - Procurement and Supply Management (GHSC-PSM) Program is to ensure uninterrupted supplies of health commodities in support of United States Government (USG)-funded public health initiatives around the world. The project provides direct procurement and supply chain management support to the President’s Emergency Plan for AIDS Relief (PEPFAR) and President’s Malaria Initiative (PMI). In supporting USG-funded global health activities, GHSC-PSM will develop and manage a wide array of services for health commodity procurement and related systems strengthening technical assistance encompassing different elements of a comprehensive supply chain.
At the country level, GHSC-PSM supports country strategies and priorities that fall under the following three project objectives:
• Global Commodity Procurement and Logistics
• Systems and operational support
• Global and local collaboration to improve availability of health commodities
Purpose
The Systems Support Manager (ELMIS & ERP), under the guidance of the Technical Director for Systems Support, is responsible for supporting the Ministry of Health’s efforts to sustain supply chain data systems, including the MOH Health Data Warehouse, online stock status dashboards, warehouse ERPs, and health facility supply management systems.
Principal Duties and Responsibilities
• Work closely with MOH Department of pharmaceuticals and natural medicine (DPNM) and Department of Health information (DHI), to develop strategies and interventions that ensure stable and reliable functionality of the online systems including, MOH Data health warehouse, online facility stock status report (OFSSR), and the online warehouse stock status report (OWSSR)
• Work closely with DHI team to collect and analyze end-user Business Intelligence requirements and evaluate the feasibility of these requirements from a technical perspective
• Work with DHI and DPNM to identify data discrepancies and data quality issues and work to ensure data consistency and integrity
• In collaboration with DHI and DPNM, support design, development and publication of reports (standard and adhoc) and dashboards from different data sources
• Support DHI to monitor supply chain system details within the MoH data warehouse including stored procedures and execution time and implement efficiency improvements as well as strengthening mechanism for responding to and resolving supply chain data load failures and performance issues
• Work closely with the NMS ICT team to identify issues impacting performance and stability of ERP system
• In consultation with Technical Director: System Support and GHSC-PSM MIS experts, develop a plan to address the ERP system issues
• Coordinate the process leading to the NMS+ ERP issue resolution and system enhancement. The coordination effort will include working with NMS team to develop SOW for STTA, defining benchmarks and KPIs for successful implementation in consultation NMS team and supporting identification and recruitment of service providers
• Support MOH effort for supply chain system integration and coordinate stakeholder consultation to develop a roadmap for integration of the approved systems
• Carry out additional responsibilities as may be assigned by Technical Director: System Support
Qualifications and Desired Attributes
• Bachelor's degree in a relevant field (e.g., Computer Science, Business, Engineering, or Project Management)
• Five (5) years of experience with demonstrated skills in software development and maintenance (i.e., software requirements analysis, software design including object-oriented analysis and design, coding, testing, documentation, configuration management, user training, deployment, and lifecycle maintenance). This includes working with users to define requirements, architecting an effective software solution, and designing and developing databases and applications
• Experience supervising teams and managing direct reports
• Proven project management experience as a team leader in implementation
• Prior experience with USAID-funded projects or GHSC-PSM preferred
• Proficiency in project management tools and software
• Strong programming skills using VB.net or C#.net
• Understanding the Oracle E-Business Suite ERP and SQL Server Integration Services (SSIS) system is an added advantage
• Strong verbal and written communication skills in English.
Level of Effort and Location
This long-term position will be based in Kampala, Uganda with intermittent travel throughout the country, as needed.
