Description

The International Rescue Committee is hiring a Technical Programme Lead to lead the project team in Adjumani Refugee Settlement to respond to and prevent GBV in response to the current humanitarian and Development needs, Child Protection prevention and response, Access to Justice and legal assistance, cash assistance and shelter and NFI support to extremely vulnerable individuals. With direct management support from the Protection Coordinator, the technical program lead will ensure that the goals and objectives of the projects are met in a timely and effective manner. Specific responsibilities include Program Management and Oversight, ensuring the project activities align with the overall protection strategy, donor commitments, and high-quality service delivery, providing mentorship, training, and technical guidance to field teams on case management, psychosocial support, and prevention strategies, collaborating on the development of new proposals, concept notes, and donor engagement strategies while ensuring alignment with Uganda’s Strategic Action Plan (SAP), providing direct oversight and support to the program teams in Adjumani.

Key Duties and Responsibilities:

The purpose of this job is to ensure the timely and quality implementation of Child Protection (CP) interventions within the respective settlements.

Engagement will be at household, community, zones, parish, sub-county, and district levels.

This role requires the staff to have good communication abilities, networking and collaboration abilities, training abilities for communities especially children.

Core to the role are skills to raise awareness for prevention and response to child rights violations and the ability to link affected children to services in time, and documentation of on-the-ground experiences and emerging issues in child protection.

Program design and implementation

Assume primary responsibility for project management and implementation and ensure compliance with the donor agreement and project proposal, proactively notifying the Integrated Protection Coordinator if issues arise.

Lead project planning and oversee program implementation and budget expenditures to ensure effective use of resources against planned activities and expected outputs.

Ensure adequate project monitoring and evaluation systems are in place to collect information and consolidate data regularly to demonstrate impact and inform ongoing program design.

Assist in the program development and design process through assessments, assisting in proposal writing, and budget development.

Develop and deliver the provision and quality of training on Access to Justice, GBV, and Child Protection, and other key resources for the project team, community members, and service providers.

Actively contribute to the revision and implementation of a protection sector strategy to meet the needs of all the vulnerable individuals, including response to emergencies as they arise.

With support from the supervisor, lead the development of the program tools and keep them updated i.e., work plan, procurement, and spending plans.

Communication and reporting

Compile and prepare quality periodic project progress reports, as well as final reports, and feed in other information as required by donors, the Country Office and the Technical Unit.

Prepare quality weekly updates and monthly reports that meet standards and timelines.

Ensure proper program and donor visibility in the project sites.

Lead data analysis and interpretation exercises with the project team to inform programming and advocacy.

Ensure project team understands, maintains, and follows ethical practices in data sharing and communication with external audiences per the existing Information Sharing Protocol.

Human resource development and management

Provide ongoing supervision, mentoring, training, and technical support and guidance to the project team, and ensure that all adhere to best-practice principles in all aspects of program implementation.

Ensure Performance Management System documentation for all staff is in place and followed up regularly.

Build staff capacity in work plan development and reporting to ensure accurate monitoring and documentation of activities.

Ensure project staff understand and follow IRC and donor Policies and Procedures.

Coordination and networking

Ensure close collaboration with partners to enhance adequate referrals, including health agencies, child protection agencies, UNHCR, and other relevant actors as deemed necessary from time to time.

Ensure regular communication with the Protection Coordinator and Field Manager and other internal departments regarding the project’s progress and processes.

Qualifications, Skills and Experience:

Master’s degree in social work, Gender/Women Studies, Public Health, or other appropriate fields; or a BA in related field with equivalent experience

At least 7 -8 years’ experience in the field of Gender-based violence prevention and response, SRHR with Development and Humanitarian Nexus.

Strong understanding of case management, psychosocial support and life skills programming to promote survivor healing and recovery.

In-depth understanding of related international standards, and CP, GBV prevention and response strategies.

Proven leadership, program management, staff development, planning, analytical, interpersonal, and Communications skills.

Competency in writing progress and donor reports, and proposals; familiarity with principles and practice of monitoring and evaluation.

Excellent communication and analytical skills and ability to present ideas effectively, in both oral and written form.

Ability to use good judgment when making decisions and to take accountability for decisions made.

Emotional maturity and stability to resolve conflicts in a non-violent way and maintain appropriate boundaries.

Ability to handle multiple tasks, proven self-initiative, and problem-solving abilities.

Good computer skills, including Microsoft Excel, Access, Word, Outlook, and PowerPoint.

Be able to work in a stressful setting and adapt quickly to changing environments.
