CONSULTANT – ORGANIZATIONAL REVIEW, RESTRUCTURING & STRATEGIC PLAN DEVELOPMENT (2027–2031)
Background
International Needs Uganda (INUG) is a Christian development organization implementing programs in education, health, WASH, livelihoods, and spiritual development across multiple districts in Uganda.
As INUG approaches the end of its 2022–2026 Strategic Plan cycle, the organization seeks to strengthen institutional systems, review and realign its organizational structure, assess existing and emergent alignment, and develop a forward-looking Strategic Plan for 2027–2031.
Management has initiated internal organizational assessment processes and developed structured tools to collect information data.
INUG now seeks to engage a qualified consultant who will be expected to collect additional data as necessary, validate existing findings, and provide technical leadership throughout the institutional review and strategic planning process, guide restructuring, and lead development of the next strategic plan 2027-2031.
Overall Objective
To conduct a comprehensive organizational review and restructuring process, and develop a results-oriented Strategic Plan (2027–2031), aligned with INUG’s mission, governance framework, and sustainability goals.
Scope of Work
A. Organizational Assessment Validation
• Review internal assessment data and tools.
• Analyze programs, settings, finances, governance, and operational systems.
• Produce a consolidated Organizational Assessment Report.
B. Structural Review & Realignment
• Assess the current organizational structure and reporting lines.
• Identify overlaps, gaps, inefficiencies, and governance weaknesses.
• Develop structural options and recommend a revised organizational structure.
• Present structural proposals to the Board.
C. Strategy Benchmarking & Compensation Review
• Conduct external salary benchmarking within Uganda’s NGO sector.
• Assess internal equity and sustainability of the current wage bill.
• Propose compensation framework options.
• Provide implementation scenarios including financial implications, training options, risk considerations, and a decision-support matrix for Board review.
D. Strategic Plan Development (2027–2031)
• Review performance of the 2022–2026 Strategic Plan.
• Facilitate strategic reflection sessions.
• Develop strategic goals, objectives, results frameworks, KPIs, risk analysis, resource mobilization strategy, implementation roadmap, and M&E framework.
• Submit draft and final Strategic Plan for Board approval.

Duration of Engagement
Three (3) months from contract signing.
Location of Work
INUG Head Office (Uganda) is Bulwarke district and selects field visits as required.
Required Qualifications & Experience
Academic Qualifications: Master’s Degree in Public Health, Public Administration, or a related field.
Professional Experience (Minimum 5 Years):
Proven experience in developing strategic plans for similar NGOs.
Demonstrated experience in organizational reviews and institutional restructuring.
Demonstrated experience in salary benchmarking within the NGO/development sector.
Experience working with national and international NGOs, exposure to donor-funded programs is an added advantage.
Ability to conduct participatory consultations with diverse stakeholders and strong facilitation and board engagement skills.
Reporting
The Consultant will report directly to the Executive Director and work closely with the Management Team and Board of Directors.
