General Summary

The Urban Health Program Officer will support the delivery of integrated, high-quality health services in urban health facilities across priority districts. The officer will provide technical, clinical, and programmatic support to strengthen implementation of services for Tuberculosis (TB), HIV, Malaria, Maternal, Newborn and Child Health (MNCH), and Global Health Security (GHS) in line with national guidelines.

Key Responsibilities

  • Provide technical and clinical mentorship to health facility teams to strengthen delivery of integrated TB, HIV, Malaria, MNCH, and other priority health services in line with Ministry of Health guidelines.
  • Support health workers to implement integrated service delivery models, including screening, diagnosis, treatment, and referral for priority diseases.
  • Lead mentorship, coaching, and training of health facility teams to strengthen capacity in integrated service delivery, case detection, and patient-centred care.
  • Coordinate implementation of project interventions across TB, HIV, Malaria, MNCH, and GHS thematic areas in supported health facilities.
  • Work closely with district leadership and health facility management to strengthen urban health service coordination and integration.
  • Support health facilities to identify, implement, and document Continuous Quality Improvement (CQI) initiatives across key service delivery cascades.
  • Strengthen infection prevention and control (IPC) practices and other facility systems contributing to improved quality of care.
  • Collaborate with community teams to strengthen linkage between community interventions and facility services, including referral, treatment adherence, and follow-up.
  • Contribute to strengthening surveillance, preparedness, and response systems relevant to Global Health Security.

Academic Qualifications

Diploma in Clinical Medicine or related health field.

Bachelor’s degree in Public Health, Clinical Medicine, Nursing, or related discipline is an added advantage.

Person Specification

Diploma in Clinical Medicine or related health field.

Bachelor’s degree in Public Health, Clinical Medicine, Nursing, or related discipline is an added advantage.

Additional training in TB, HIV, Malaria, MNCH, or related public health programs is an added advantage.

Full and active registration with the Uganda Allied Health Workers’ Council or relevant professional body.

At least 3 years of experience working within Uganda’s public health system, preferably supporting facility-based programs.

Strong communication, coordination, and interpersonal skills.

High level of ethical conduct and understanding of patient confidentiality.

Strong computer skills including Microsoft Word, Excel, PowerPoint, and internet use.
