The Deutsche Gesellschaft fur Internationale Zusammenarbeit (GlZ) GmbH is owned by the Federal Republic of Germany with operations in many countries around the world, including Uganda. GIZ implements commissions for the German government and other national and international, public and private sector clients within the framework of the international cooperation between the Federal Republic of Germany and the Government of Uganda.
Better Migration Management (BMM) programme The objective of the Better Migration Management (BMM) programme is to improve the human-rights based management of safe, orderly and regular migration and to support competent national authorities addressing the trafficking In human beings and the smuggling of migrants within and from the Horn of Africa region.
The project is commissioned by the Federal Ministry for Economic Cooperation and Development (BMZ) and is co-funded by the European Union for the duration from October Z019 to September 2022. The project is implemented by a partnership of British Council, CIVIPOL, IOM, UNODC, and GIZ is the lead organization. The target countries in the Horn of Africa are Djibouti, Ethiopia, Eritrea, Kenya, Somalia, Sudan, South Sudan, and Uganda. The operative context of BMM is politically sensitive and faces high awareness in politics, public and media. be communicated to satisfy the information needs of different stakeholders to avoid the dissemination of misinformation and misinterpretation.
The BMM has three components:
• Strengthening of national and regional migration governance
• Increasing of national and cross-border cooperation on trafficking and smuggling
• Support and protection of migrants
Under component 3, the programme seeks to improve
• Access to information on safe, orderly and regular migration for migrants or potential migrants
• Access to protection facilities and services for victims of trafficking and vulnerable migrants (incl. victims of forced labour and sexual exploitation, adults and children)
• Access to sustainable solutions for victims of trafficking and vulnerable migrants is facilitated within the region.
GIZ is looking for a Technical Advisor to support in the implementation of its programme.
Job Title: Technical Advisor- Better Migration Management (BMM) programme
Reports to: BMM National Coordinator
Location: Kampala

Key Responsibilities
Technical Advisor will be in charge of:
• Planning and providing support to implementation of project measures with a focus on component 3
• Support to programme management to the National Coordinator in Uganda.
• Carrying out specific research tasks that are required for programme planning and implementation.
• Always uphold G|Z's values of sustainable development, transparency, efficiency and anti-corruption towards the public, partners, government, private sector and institutions.

Specific Tasks
Technical Advisor also performs the following tasks:
• Planning and implementation of project measures
• Establish sound and transparent relations with programme counterparts, CSO representatives, and other relevant stakeholders.
• Review partner concept notes and proposals, including budgets. Provide technical assistance and guidance to designing, implementing and monitoring of measures in line with the programme's results logic and the available budget.
• Design, coordinate and monitor consultancies.
• identify opportunities for cooperation and joint activities with other GIZ projects and stakeholders.
• Maintain equitable, transparent and fair delivery of support services to all partners.
Programme management and administration
• Support to planning and coordination on programme level in Uganda, development and updating of timelines and management formats.
• Collection of implementation updates, drafting of presentations, newsletters and public relation materials, compilation of project data, reports and lessons learned; support to knowledge management.
• Adherence to GIZ regulations, incl. among others finance, administration and procurement.
• Maintain all documentation of project activities in line with GIZ standards and support the Monitoring and Evaluation (M&E) framework for the programme.
Analysis and Research
• Conducting of relevant field and desk research and analysis of relevant partner and programme information as well as media.
• Compiling information on migration in Uganda (data, figures, facts), including trafficking of persons, smuggling of migrants, human rights violations, protection services and sustainable solutions.
Other Duties/Additional Tasks
• Performs other duties and tasks at the request of management.

Qualifications
• Masters‘ degree in Business Development, Migration, Development Studies and/or Social Sciences.
• Any other relevant training and qualifications are an added advantage

Professional experience
• Minimum of 5 years in the area of migration, sustainable solutions, human rights, protection, international Relations.
• Extensive practical experience in advisory services to proposal and concept development, assessment and review of proposals and project management.
• Experience in working with Government agencies, Non-Governmental Organisations and Donor Agencies.
• Experience in support to project management and communication.
• Experience working across regions in Uganda
• GIZ experience is an added advantage.

Other knowledge, additional competences
• Sound understanding of the migration trends in Uganda and Trafficking in Persons
• Appropriate understanding of the national, regional and international frameworks and actors surrounding human trafficking, labour migration and Smuggling of Migrants.
• Excellent English language skills (written and oral). Strong organisational and analytical skills
• Ability to work well under pressure and with minimal supervision. A self-starter.
• Excellent communication and presentation skills, both orally and written. Ability to convey complex technical matters in a comprehensive manner. Openness to share information and knowledge.
• Ability to think "outside the box" regarding sustainable solutions and protection of , migrants.
• Team player in multi-cultural and inter—disciplinary team.
• Computer literacy with excellent knowledge of MS Office (especially Word, Excel, PowerPoint).
• Ability to travel frequently to different regions within Uganda and internationally.
• Use of online meeting and conference tools such MS Teams, Zoom, Wisembly etc. is an asset.
• Willingness to upskill as required by the tasks to be performed.
