1. INTRODUCTION

In line with its mandate as an independent communications sector regulator with oversight of telecommunications, broadcasting, radio communication, postal communications, data communication, and infrastructure, Uganda Communication Commission (UCC) seeks to collaborate with academia to develop a Communications Sector Advisory to inform technical and non-technical regulatory interventions.

More specifically, the project seeks to:

  1. Identify and study international regulatory benchmarks for communication regulators and derive relevant proposals and recommendations for the Commission.
  2. Track and study international standards/ recommendations as well as sector developments in other jurisdictions and derive recommendations relevant to the Ugandan market.
  3. Identify and study existing operator deployments or services and recommend best practices.
  4. Identify and track services, deployments, and regulatory initiatives in other jurisdictions and make recommendations relevant to Uganda.

2. SCOPE OF WORK & ACTIVITIES

The successful team shall:

  1. Identify and study current international communication standards, recommendations, and regulatory benchmarks, and propose best regulatory practices in line with the Commission's mandate.
  2. Identify and study existing international and local communication services, operator deployments, market performance reports, and regulatory initiatives and propose regulatory best practices and initiatives relevant to Uganda. iii. Study emerging and future technologies/services and propose best practices for operators as well as regulatory interventions for Uganda.
  3. Engage and work with the different departmental representatives to fully understand ongoing Commission activities, projects, and initiatives in line with its mandate and propose best practices in line with international regulatory benchmarks.
  4. Provide technical opinion on key regulatory and sector issues.
  5. Conduct a one-day workshop for the review and validation of the proposals and recommendations.
  6. Disseminate the report(s) to the senior management team and key stakeholders as shall be identified by the Commission.
  7. Sign a Non-Disclosure Agreement with the Commission for all information accessed during the project.

3. ELIGIBILITY & QUALIFICATIONS

The following qualifications shall be required:

  1. Demonstration of relevant experience working in the ICT sector.
  2. Being knowledgeable in communications infrastructure, services, and regulatory issues.
  3. The team should comprise members from academia, with affiliation to a recognized tertiary institution in Uganda.
  4. The team leader should have a minimum of 5 years of experience in ICTs.
  5. Demonstration of ability to engage with the relevant stakeholders.
  6. Demonstration of experience in the implementation of similar projects.

1.0 Introduction

The Uganda Communications Commission (UCC), through the Uganda Communications Universal Service and Access Fund (UCUSAF), has launched a call for business plan proposals to establish a collaborative framework with a suitable partner to implement a project seeking to address the digital divide among the elderly in the central region.

The successful partner will implement project related activities in the communities of Mukono, Kayunga, Mpigi, Luwero and Mityana districts.

2.0 Project Goal

The main goal of the project is to equip the elderly from the five district communities with competencies (knowledge, skills, and attitudes) in the safe and ethical use of digital technology needed to access services and to promote social interaction so as to contribute to society as active citizens.

3.0 Key Output Actions

1. To carry out a baseline survey on the status of digital literacy for the elderly in the five (5) selected districts.

2. To develop customized content for the training of the elderly in the informal sector in basic digital literacy.

3. To conduct digital literacy training for up to 500 selected elderly people, at least 100 from urban centres in each of the five (5) districts.

4.0 Target Group

This initiative targets the elderly with no or basic digital literacy skills, especially groups such as associations of the elderly, church groups, Saccos, etc.

5.0 Eligibility of Applicants

To address the diverse needs of the programme, it is likely that the training will be delivered through consortia of providers.

The applicant organization (in case of consortia both lead and co-applicant organization) will assume overall responsibility. Preference will be given to applicants whose Business Plan proposals highlight the following:

1. Clear understanding and experience in dealing with capacity enhancement of the elderly.

2. Qualified human resource in-house or working in an established and proven consortium.

3. Innovation in addressing digital inclusiveness for the elderly in a sustainable manner.

4. Innovation in the execution of project actions in remote and challenging environments.

5. Financial and material contribution from the applicants over and above the grant amount.

6. Value for money.
