 1.0 Background

The Government of the Republic of Uganda (GoU) received financing from the World Bank towards the cost of implementation of the Investment for Industrial Transformation and Employment (INVITE) project. The Project is complemented and supported by the other development partners, including the Netherlands, the United Kingdom, and Sweden, through a Multi-Donor Trust Fund (MDTF) Grant. This includes finance from the World Bank’s IDA Window for Host Communities and Refugees, which supports an integrated socio-economic solution for refugees and host communities.

The Project Development Objective is to mitigate the effects of COVID-19 on private sector investment and employment and to support new economic opportunities, including in refugee and hosting communities.

The Project comprises of four components and is being implemented jointly by the Bank of Uganda (BoU) and Private Sector Foundation Uganda (PSFU). The Project Components include: Component 1: Mitigating the Impact of COVID-19 with a focus on the Manufacturing and Exporting Sectors Driving Economic Transformation, including Refugee and Hosting Districts; Component 2: Creating New Product and Transformative Assets including in Refugee and Host Districts; Component 3: Enhancing Capabilities in Public Institutions and Private Firms; and Component 4: Implementation Support, Monitoring, and Evaluation.

PSFU under INVITE seeks to engage the services of a Refugee Specialist (RS) as part of Component 2 implementation, to be part of the Project Implementation Team (PIT).

Under component 2 track A: INVITE provides co-financing to selected Lead Investors to develop competitive supply chains in RHDs.

Lead investors will be supported to address issues directly related to an increase in production and to stimulate the demand within their own supply chain in RHDs.

2.0 Purpose of Assignment:

The objective of the task is to accelerate the implementation of the RHD component and to launch the first phase of this component.

2.1 Specific duties and responsibilities:

  1. Take the lead and provide technical support in the implementation of the refugee and host community sub-component (RHD).
  2. Coordinate the implementation of the RHD component with all relevant agencies working in this field in Uganda i.e. PMO, UNHCR.
  3. Liaise with the District Local Governments and relevant agencies, prior to launch to build the necessary coordination mechanisms at the investment location.
  4. Working closely with UNHCR and Local Government, build a database of input providers and labor seekers at the investment location.
  5. Present the RHD component to policymakers, public officials, and interested investors.
  6. Prepare district and investment profiles for investors in RHD districts.
  7. Organise Investor briefings and workshops at RHD locations.
  8. Work with financial and legal transaction advisors on selecting investment allocations.
  9. Monitoring the Investment Plan and Performance milestones of investors, and provide written reports.
  10. Collect data for the project results framework in collaboration with the M&E officers.
  11. The specialist will be proactive in analysing and bringing to the early attention of the PIT any factors that may create challenges to effective implementation or success of the program, including potential negative consequences of investments such as conflict or environmental impacts, as well as leading efforts to overcome or mitigate such factors.

3.0 Qualifications, Experience, Other, Skills, and Competence:

3.1 Academic qualifications

  1. Applicants should possess an honors degree from a reputable institution in any of the following areas: Economics or Business, or Finance, or other related discipline.

3.2 Experience:

  1. At least eight (5) years of professional experience working in the private sector;
  2. Proven experience working with investors.
  3. Proven experience in working with suppliers and contractors.
  4. Proven experience working with Local Government or refugee related institutions or the public sector.  

3.3 Other Required Skills and Competences:

  1. Good communication skills (verbal and written)
  2. Should be able to work with minimum supervision and deliver under pressure
  3. Strong ethics, hands-on approach
  4. Attention to detail and excellent follow-through
  5. Self-motivated, problem-solving skills, and versatility
  6. Proven integrity and honesty in handling public resources

4.0 Key Deliverables:

  1. Coordination Framework established and fully briefed on the RHD component.
  2. At least 2 investment road shows completed.
  3. Financial and Legal transaction advisors engaged.
  4. Operations platform for the RHD component opened.
  5. Timely regular reports
  6. Sub-component M/E framework and tools

Reporting:

The RS will coordinate directly to the RHD and the Firm Export Support Program manager for the completion of all administrative issues i.e. contracting. The RS will report to the Project Coordinator for overall supervision under the contract.

Duty Station:

The RS will be deployed on a full-time basis and the duty station shall be the INVITE Project Office in Kampala but is expected to spend at least a third of their time at in a RHD investment location.

Facilities To Be Provided by the Employer:

The Project will provide office space, with connectivity to internet, printer, and access to other office amenities during the term of the contract.

Duration Of Services:

The RS will be appointed on a contractual basis for an initial period of 12 months, with a possibility of renewal based on performance, business need, and budget availability.
