Introduction
Uganda is presently grappling with a concerning decline in journalism standards, media freedom, and the overall civic space, as evidenced by reports from reputable organizations such as Reporters Without Borders and the 2022 State Department Human Rights Report. This deterioration poses a significant threat not only to the integrity of journalism but also to the broader democratic fabric of the nation.

Recent rankings, including Reporters Without Borders' 2023 assessment placing Uganda as the 164th least safe country for journalists, underscore the urgent need for an in-depth examination of the state of journalism in the country. Journalists, along with human rights defenders and civic activists, are facing increasing harassment, threats, arrests, and physical assaults.

The digital realm, once seen as a sanctuary for free expression and the dissemination of information, is now under constant threat from governmental and non-state actors. The Freedom on The Net 2022 index designates Uganda as Partly Free, highlighting the pressing need to safeguard digital rights.

With the looming elections in January 2026, the role of journalism in upholding transparency and accountability becomes even more crucial. The potential re-election of the incumbent president after 37 years in power raises concerns about the entrenchment of the ruling party and the potential exacerbation of state restrictions on journalistic endeavours.

In response to these challenges, we urgently call for a Baseline Study Consultant to conduct a comprehensive assessment of the state of journalism in Uganda.

This study will not only shed light on critical issues but will also serve as a foundation for developing strategies to protect and advance journalism, ensuring it remains a cornerstone of democratic societies. In doing so, we aim to foster a media landscape that empowers journalists, encourages robust civic discourse, and contributes to the overall democratic health of Uganda.

Purpose of the Baseline Study
This study aims to provide a nuanced understanding of the challenges faced by journalists, the impact on media freedom, and the implications for civic engagement.

Scope of Work to be undertaken
The Baseline study will be expected to focus on the identification and prioritization of problems/ challenges encountered by journalists in both physical and online spaces. By undertaking this baseline study, we seek to identify key areas requiring immediate attention, propose targeted interventions, and advocate for reforms that will contribute to the restoration of journalistic integrity and the revitalization of media freedom in Uganda.

Methodology
The consultant is expected to employ the following data collection, analysis and interpretation techniques.

Collection and review of existing empirical information using secondary data sources including the etc.
Prepare and conduct open-ended interviews with key officials of School of journalism in participating training institutes, relevant key media institutes and the media council of Uganda as well as other stakeholders. Interviews will be conducted telephonically and virtually.

Timeframe
This consultancy assignment will not exceed 20 working days.

Financial Proposal and Schedule of Payment
The consultant is expected to submit a well thought out financial proposal (including budget breakdown) with all-inclusive daily fee. Payment will be made as follows upon completion of milestones

50% after submitting after submitting satisfactory first draft of the baseline study.

Final payment (50%) after submitting satisfactory final draft of the baseline study

Working and Reporting Arrangements

The Consultant will work under the overall supervision of the project manager.

Qualifications and Competencies Required
• A minimum of a master’s degree in social sciences, humanities, development studies or a related field.
• Extensive experience in baseline studies for national development projects.
• Excellent analytical skills
• Excellent written and verbal communication skills in English
• Demonstrate integrity by modelling the AIIJ’s values and ethical standards.
• Ability to work independently with minimum supervision.
• Proven experience in working with similar organizations
• Detailed knowledge and practical experience of social research methodologies.
