I. Introduction
The USAID/Uganda Civil Society Strengthening Activity (CSSA) is a seven-year Activity funded by the United States Agency for International Development (USAID) and implemented by East-West Management Institute, Inc. (EWMI) in partnership with the International Center for Not-for-profit Law (ICNL), Uganda’s Development Network of Indigenous Voluntary Associations (DENIVA), and Common Ground Consulting (CGC). CSSA supports the capacity strengthening of Ugandan civil society organizations (CSOs) to influence and contribute to improved development outcomes in four thematic areas: (1) health, with particular attention paid to achieving Uganda’s HIV/AIDS’ reduction goals; (2) education, youth, and child development; (3) agriculture and food security; and (4) democracy, rights, and governance.

To achieve its aim, CSSA implements activities under three components:

Component 1: Strengthen the advocacy capacity of CSOs to influence national and local development; Component 2: Improve the organizational capacity of advocacy and service delivery-oriented CSOs to sustainably fulfil their stated missions; and

Component 3: Promote a more supporting an enabling environment that sustains a vibrant civil society.

II. Background
In October 2023, CSSA underwent an Organizational Monitoring, Evaluation and Learning (MEL) System assessment. The purpose of the assessment was to ascertain CSSA’s institutional MEL System capability and gaps that would be strengthened to enable it to deliver its mandate and effectively deliver its objectives.
One key recommendation that came out from the assessment was the need to develop a Monitoring and Evaluation (M&E) online database. The online M&E database will provide a mechanism for driving real time decision-making, planning, and learning to inform program development.
It is upon this background that CSSA seeks the services of a consultant to develop a comprehensive online M&E database that will be an integral part of its programming, operations, and reporting.

III. Purpose of the consultancy
The main objective of this consultancy is to develop a database for the on-going project that will enable a better monitoring and reporting on the project achievements. In this frame, the consultant will work closely with CSSA’s M&EL Expert and Chief of Party to determine the best base/tool for the database (Excel, or Access, or other), build the database based on the indicators and data that are needed.

IV. Reporting
The consultant will administratively report to and submit the final deliverables (see section VI below) to Fern Teodoro, CSSA’s Chief of Party, fteodoro@ewmi.org. The consultant will however have a technical reporting and working relationship with CSSA MEL Expert who will review the deliverables.

V. Duties and responsibilities
A. Tasks:
a) Prepare and present an inception report detailing the consultant’s understanding of the objectives of the task, approaches, implementation plan, and management processes.
b) Conduct a desk review of the relevant documents including the MEL plan, annual work plan, a grantees’ result frameworks, assessment reports, and existing monitoring tools to provide the information required to develop the M&E database.
c) Design an online database including a dashboard and data entry interface, that responds to the needs of the M&E system in terms of qualitative and quantitative data requirements. Ensuring security features are included to protect and secure the database system.
d) Develop a MEL database operational procedure Manual (the overall aim of this operational procedure manual is to ease navigation of the database for CSSA and its grantees).

B. Deliverables:
1. An inception report outlining the approach and methodology that will be used to deliver on the assignment, including an implementation plan.
2. An online database including a dashboard that responds to the needs of the MEL system with security features that protect and secures the database system.

VII. Assignment
The assignment is expected to begin on November 20, 2023, and to be completed by December 7, 2023, for a total of 13 days.

VIII. Qualifications and experience
• A minimum of a postgraduate or university degree in Monitoring and Evaluation or any relevant qualification.
• Experience in designing and developing database.
• Strong background in information technology.
• Proven experience in M&E frameworks and management information systems development.
• Experience working with NGOs.
• The consultant should have prior experience in designing, developing, and supporting implementation of M&E systems.
• Ability to work under pressure, effectively coordinate others and meet tight deadlines without compromising the quality of work.
