Background

CNOOC Uganda Limited, a leading oil and gas exploration company, is looking to fill multiple positions for its Oilfield Onsite Project Team and Production Department. This initiative aligns with the company's commitment to expanding its operations while growing the national content and bolstering its workforce to meet the growing demands of the energy sector. Responsibilities

• Coordinate contracts and procurement activities supporting the development of the oil fields, ensuring timely, compliant, cost-effective, and efficient delivery of procurement and contracting requirements, and report to the Contracts and Procurement Supervisor.

• Conduct prequalification exercises; establish and maintain the approved bidders list; prepare bid packages; lead bid evaluations and clarifications; make contract award recommendations; facilitate contract negotiations and execution; and administer and maintain contracts required by CNOOC Uganda Limited in accordance with the Procurement Policy, EHS Policy, contracting strategies, and other applicable internal policies and procedures.

• Ensure that CNOOC Uganda Limited engages qualified contractors under terms and conditions that effectively protect the Company’s interests and support the achievement of business objectives.

• Lead the resolution of contractual disputes with contractors, including pre-award resolution of exceptions to contractual terms and conditions and post-award resolution of claims and issues arising at contract close-out. Engage Legal Counsel, where necessary, to support the resolution of complex contractual matters while safeguarding the Company’s interests and maintaining constructive contractor relationships and the Company’s reputation.

• Support the Contract Manager in the preparation of Procurement and Contracting Plans, correspondence, presentations, statistical reports, and other relevant management materials.

• Facilitate and coordinate meetings with end-users and contractors, acting as a liaison between the parties to effectively address contractual matters, including change orders and related requirements.

• Deliver internal training on Procurement Procedures and provide guidance and contract interpretation to end-users to promote compliance, consistency, and effective contract administration.

• Continuously assess the performance and effectiveness of the Strategic Procurement Group; identify opportunities for process improvement; recommend and implement approved improvements; monitor outcomes; and report findings to the Contract Manager.

• Provide direction, supervision, mentoring, motivation, and on-the-job training to Strategic Procurement Group staff, supporting their professional development and readiness for career advancement. Identify team training and development needs, report findings to the Contract Manager, and coordinate with the Contract Manager and HR to facilitate appropriate development opportunities.

• Engage with internal departments to understand their contractual requirements and proactively respond to their needs, thereby improving the quality, efficiency, and timeliness of contracting services.

• Promote the Strategic Procurement Group’s professional image by delivering effective, efficient, responsive, and value-adding services that contribute to the overall business process and organizational objectives.

• Maintain accurate and up-to-date contract database information and provide periodic reports to internal user groups on the status of active contracts. Ensure that the contract reporting system provides adequate visibility for advance planning, service continuity, contract renewals, and other required actions.

• Support the Contract Manager in achieving departmental objectives, operational effectiveness, and performance excellence.

• Perform other duties assigned by the Supervisors.

Requirements

• Bachelor’s degree in procurement and supply chain management, Business Administration, or any related field.

• At least 4 years of related work experience in procurement and contracts, preferably in similar projects.

Knowledge

• Extensive knowledge of procurement and supply chain management

• Excellent organizational, negotiation, and communication skills.

• Excellent analytical and problem-solving ability.

• Good command of both written and spoken English.
