Project Summary- Refugee Response Fund
The Refugee Response Fund (= the “programme”) is German government commitment for Financial Cooperation to support the intensive efforts of the Ugandan government to address the needs of the refugees and host communities in Uganda. The Office of the Prime Minister (OPM) is responsible for the implementation of the programme that it implements through project implementation partners (IPs). The programme allows for a transparent and efficient selection, financing and monitoring process for different kinds of partners to implement projects.
An initial pledge of EUR 10 million for the first phase of 3 years programme implementation has so far been made. Two initial projects of WASH and Education (selected in a fast-track process) have been identified to be implemented in Rhino Camp and Bidibidi refugee settlements by international NGOs (Oxfam and Save the children respectively). The projects started at the end of November 2017.
NIRAS-IP Consult is contracted by OPM to support the implementation of the programme. The NIRAS-IP team together with the OPM Focal Point constitute the Fund Management Unit. OPM will delegate main tasks of implementing the RRF to the NIRAS-IP team. These tasks include administration and coordination of the RRF, monitoring of implementing partners and support to their individual measures, ensure compliance with environmental and social safeguards and preparing the RRF for the future

Job Summary
The Driver will support the programme activities for effective delivery in the project’s geographical areas of operation under the direct supervision of the Team Leader of the NIRAS-IP team and the Administrative Assistant. The Driver will support all logistics related issues.

Dimension of the role.
Reporting to the Team Leader, the Driver will provide daily assistance to the Team Leader and general NIRAS-IP KFW RRF project team in the fulfilment of roles expected. Therefore, the Driver shall provide daily assistance to the Team Leader and the project to assist them in the following ways:
• To assist the administration and logistics of NIRAS-IP CONSULT KFW RRF Kampala office.
• To drive project/programme vehicle in safe and careful manner and ensure that all passengers are secure and not to carry any unauthorized passengers, load or carry fire arms (guns).
• Ensure all vehicles are duly checked e.g. engine oil, battery terminals, lighting system etc. before any movement is effected.
• Maintain the vehicle log book and record accurately kilometer readings, fuel taken, the activity assignments, parts/spares replaced etc.
• Checks weekly vehicle schedule for the office (missions, transport needs), prepares necessary plans / arrangements and reports on changes.
• Maintains the relevant forms (Vehicle Ledger and Vehicle Fuel Forms) assigned to the vehicle and to submit them to the Administrative Assistant at the end of each month.
• The driver is responsible for all loading and unloading of goods into the vehicle and ensures their security and condition while in the vehicle.
• Assist in updating logistics on the expiry dates of the insurance licenses.
• Ensure that the vehicle is serviced promptly by monitoring next service kilometer and suggests or reports any necessary repairs that need to be made.
• Reports any accident or driving incident, even minor, to the Administrative Assistant as quickly as possible and completes necessary reports.
• Obeys all road traffic regulations, including the wearing of seat belts. The driver must ensure that he is in possession of a driving license when on driving duties. The payment of over speeding, wrong parking and other road traffic offence fines is the driver's responsibility. The driver should note that when he is personally responsible for an accident, a sanction could be imposed.
• Ensures that the allocated vehicle is kept clean and the interior is tidy.
• Assists the NIRAS Office with clerical/administrative duties as required; however, driving duties or tasks take priority.
• Carries out any delivery or collection duties as may be necessary (letters cheques, visas, minor procurements, etc).
• The driver should make sure that fulfilment of his tasks is carried out with full care preserving the confidentiality of all matters related to NIRAS - IP's operations.
• Carries out any other duties that may reasonably or exceptionally be required to ensure the smooth operation of NIRAS - IP's work and optimize the functioning of the office, such as replacing absent colleagues, carrying out administrative tasks, etc.
• Make sure all movements are authorized.
• Assist in any logistics function assigned and any other duties from time to time.
• Perform any other duties assigned by the supervisor in his or her absence, his or her designate.

Minimum requirements
• ‘O’ level certificate of education
• Valid driving license for classes B, CM, DL and DM
• A minimum of 3 years driving in reputable organization
• Comprehensive working knowledge on vehicle maintenance
• Certificate in Defensive Driving is an added advantage
• Certificate in Customer Care is an addition is an added advantage
• Proficiency in basic computer is an added advantage
• Basic mechanical knowledge is an added advantage.
