EITS Contractor (Electrical & Instrumentation scope) on the EACSP project, invites experienced and reputable service providers to express their interest in the provision of Storage Facilities.
(EACSP = East Africa Centre Oil Pipeline Project, EITS = Electrical, Instrumentation, Telecommunication and Security Systems).

SCOPE OF SERVICES FOR STORAGE FACILITIES:

• CITY STORAGE FACILITY (CENTRAL WAREHOUSE)

• General Requirements:

  • Location: Early accessible from major roads; proximity to City or Central hub in Kampala preferred.

  • Use: Minimum 1Gm² usable diesel or project load.

  • Type I or normal materials and 3WD for docerone parts and tools with controlled HVAC systems.

  • Storage Management: Subuse System and Services

  • Manpower to control/manage storage.

  • Use to provide weekly report on storage status.

  • Security:

    • 2VT surveillance (CDTV).

    • Office and contractor Management System

    • Combined access (biometric or card-based).

    • Permission for use and lighting.

    • Environmental Controls.

    • Ventilation and temperature control for sensitive equipment.

    • Pre-suppression systems (Lightness, call/guidelines).

    • Rest control measures.

    • Operational Features.

    • Inventory Management System: Digital tracking of incoming logging items.

MINIMUM REQUIREMENTS:

• Conflicts of Incorporation, URSS, NSSF, USA/TUN, NY, TCC; Registrations

• Proof of registration on the Petroleum Authority of Uganda National Supplier Database (NSD).

• Compliance with the Petroleum National Content Regulations, 2018, definition of Ugandan Company

• Company Profile, Audited financial statements for the past 3 financial years and a Letter from your Bankers(s).

• All sales by users and merchandise experience and financing is delivered and received.

• Ensure submission of all relevant statutory permit/license, certificate & Registration copies to facilitate the requested scope of work for Tools and Equipment.

• Evidence of a Quality Health, Safety, and Environment (GNSE) management system including QSHA.

• Valid ISO 180 9001, ISO 14001, ISO 45001 or equivalent (as applicable).

Note: Only pre-qualified companies will receive an invitation to submit their bid in furtherance of the Call for Tender Process.

Leading/Undealing Area: Covered large for trucks and tortillas.

• Staff Facilities: Office space.

• Power Backup: Generator or UPS for critical systems.

• Storage Specification:

  • Reading Systems: Adjustable shelving for tools, spare parts, and consumables.

  • Oversight: Adherence to local safety and environmental regulations.

  • HVAC systems for partial area (3m²).

• 2 EITS STORAGE FACILITY (TEMPOHARY OR SEMI-PERMANENT)

• General Requirements:

  • Location: Within secure perimeter of the site, close to work zones across concrete of the pipeline i.e. MCPY’s and PSS. 1 container per specified location.

  • Base: No. 40 FT length container and 3No. 20FT length containers.

• Security:

  • Loadable containers or predicated units.

  • Lighting for night visibility.

  • Operational Features.

  • Quick Access: Low-cost optimized for daily use by site teams.

  • Weather Protection: Waterproof roofing and raised flooring.

  • Storage & Labelling: Clear identification of zones and materials.

  • Storage Specification:

    • EOI Lockers: Secure cabinets for hard loads and power tools.

  • Material pipes: Segregated areas for select cabins, pipes, etc.

  • Additional Considerations:

    • Monthly Use of mobile storage units or containers for shifting needs.

  • Compliance: Adherence to local safety and environmental regulations.

  • Integration: Drive with central inventory system for tracking.
