Background
IRC is an independent international non-profit organisation in the field of water supply, sanitation, hygiene (WASH) and integrated water resources management (IWRM). With over 50 years of experience, IRC runs large-scale programmes in six focus countries in Africa, Asia and Latin America; and projects in more than 25 countries supported by a team of around 80 staff across the world. IRC is headquartered in The Netherlands.
At IRC, we are aware that 1.8 billion people around the world don't have access to safe water and 2.4 billion lack access to adequate sanitation. We know that women and children spend more than 4 hours walking for water each day, and more than 840,000 people die each year from water-related diseases. IRC has been operating in Uganda since 2006 and is officially registered by the
Ministry of Internal Affairs (National NGO Bureau) as an International NGO. IRC is also registered with the Uganda Revenue Authority as a tax paying organisation and with the National Social Security Fund as a contributing Employer.

General Description
IRC Uganda’s Finance and Operations Manager (FOM) is, above all, accountable for the overall financial health, effectiveness and efficiency of IRC in Uganda: for ensuring that at all times IRC is a ‘going concern’. The FOM provides management information on the business of actual data as well as prognoses and scenarios for future financial health.
The FOM is also the Project Controller in Uganda responsible for guiding the Country
Director with respect to the financial management of IRC Uganda projects and programmes. The FOM is accountable for quality financial reporting to donors and the effective (and financially sound) implementation of projects in close collaboration with the respective project managers and Country Director.
JD for IRC UG Finance Manager and Operations Manager
The FOM is responsible for the recruitment and management of competent and stable human resources for the country programme as well as ensuring a safe and inspiring working environment to the staff.
The FOM will receive the necessary guidance on IRC's business models and strategy frameworks from his/her line manager, the country director. He/she is accountable to the country director for his/her performance in relation to agreed expectations and for the execution of his/her tasks in accordance with his/her defined scope of responsibility.

Key Accountabilities
• The FOM is accountable for financial, human resources, information and communication technology and office management framework and policies across the organisation as well as for auditing and risk management and reporting.
• The FOM monitors and ensures the health and quality of IRC Uganda’s internal business processes.
• The FOM sets and maintains professional standards for financial, HR, ICT and office management in IRC Uganda
• The FOM provides up to date management information to support decision making and business management; management of IRC’s planning and reporting cycle; monitoring, servicing, and correcting of planned or going activities in order to ensure the financial interests of IRC in Uganda
Reporting:
• The FOM is a Level 2 in IRC and is hierarchically accountable to the IRC Uganda Country Director and is part of the Country Management Team in the Uganda Country Programme
• The FOM reports on the monetary and fiscal status of IRC Uganda operations and projects, as well as functionally on the day-to-day operations including reporting
• The FOM works closely with the Project Controller for Uganda (based in The Netherlands) in regards to the monthly closing off accounts and the formal (project) financial reporting
Major tasks
1. Resource management and personnel planning and monitoring
a. Allocation of resources (staff and budgets) to IRC Uganda’s projects and programmes
b. Development and improvement of operational resource allocation framework and processes
c. Personnel planning and monitoring
d. Operational performance monitoring
2. Management information
a. Identification and presentation of a range of Key Performance Indicators for the organization based on organizational level guidance
b. Maintenance of a sound management information system(s) capable of producing high quality mission relevant data
3. Financial Framework and Policies
a. Financial management (planning & control processes) within strategic framework of IRC
b. Development and improvement of the financial framework and processes.
c. Financial performance monitoring and management information
4. Auditing and Risk management
a. Assessment of reliability of information
b. Risk assessment and advice to the Country Director, Country Management
5. Team and CFO in mitigating measures and policies
a. Facilitation of external audits and accountability for implementation of resulting recommendations
6. Financial reporting
a. Financial Annual Plan
b. Annual Accounts and Reports
7. Country Level Project Controlling
a. Contributing to appropriate financial planning and monitoring the utilization of programme funds
b. In conjunction with the Project Controller assigned to the IRC Uganda Programme, developing budgets for funding proposals that comply with (donor) guidelines, including the identification and assessment of financial risks
c. Reviewing, understanding and monitoring of contractual commitments, including the timely invoicing of project costs to partners and donors
d. Recording of administrative flows to provide project management information, including cash flow forecasts
e. Preparing financial progress reports and project overviews to donors and ensuring that all supporting documents for donor reporting are made available according to donor requirements
f. Preparing end-of-project financial reports and project evaluations as well as coordinating project audits when applicable
g. Facilitating the complete and proper reporting on project finances for incorporation in IRC Uganda’s general ledger, quarterly reporting and
8. Annual Accounts (such as work-in-progress balances and expenditure accruals)
a. Documenting lessons learnt, opportunities for financial enhancements and ensuring that all project-related information is (electronically) accessible
b. Contributing to the development and maintenance of Information Systems
9. Required Qualifications, Experience & Skills:
10. University Degree in any of the following: Commerce, Finance, Accounting
11. Certified/Chartered Accountant fully qualified in ACCA or CPA
12. Five years in a Managerial role in Accounting or Finance departments, with a minimum 3 years of non-profit accounting/finance experience.
13. Understanding of organisational operations, logistics and processes
14. Understanding of the principles and practices of (International) accounting, auditing, and financial reporting, where experience in complex multi-currency transactions is considered a plus.
15. Experience managing donor projects funded by USAID and other international public or private agencies and foundations.
16. Excellent written and verbal communication skills in English.
17. Knowledge of Companies Act, Income Tax Act and labour/employment laws of

19. Proficiency in the use of computer programs for Accounting and Microsoft Office programs including Excel, Quickbooks, Word, Power Point and Outlook.
