BACKGROUND
To strengthen sustainability and local ownership, GLOFORD is engaging two part-time Local Fundraising Specialists to lead structured local fundraising and strategic partnership development across Lira, Gulu, and Soroti cities.
PURPOSE OF THE ROLE
The Local Fundraising Specialists will play a critical role in expanding GLOFORD’s local resource base and promoting a sustainable culture of local giving and partnership. They will design and implement strategic local fundraising plans, mobilize financial and in-kind contributions, and build resilient local donor and partner networks.
In addition to driving resource mobilization, the Specialists will strengthen the organization’s fundraising capacity by mentoring Local Fundraising Volunteers, building the skills of program staff in local resource mobilization, and promoting innovative community-driven fundraising models. They will serve as local fundraising ambassadors who embody GLOFORD’s mission and values, helping position the organization as a trusted partner for local stakeholders committed to inclusive development.
KEY RESPONSIBILITIES
The Local Fundraising Specialists will:
a. Develop tailored annual and biannual local fundraising workplans for their designated cities.
b. Identify, engage, and grow local funding opportunities, donor pools, and partners (e.g. businesses, faith institutions, schools, alumni networks, community associations).
c. Design and coordinate impactful local fundraising events, drives, and campaigns aligned with GLOFORD’s strategic goals.
d. Develop and implement local donor stewardship and retention strategies to ensure long-term partnerships.
e. Maintain an up-to-date database of local donors, pledges, contributions, and event outcomes.
f. Draft high-quality localized concept notes, proposals, and fundraising materials.
g. Cultivate and strengthen relationships with local leaders, influencers, and media to promote GLOFORD’s work and local giving.
h. Mentor, train, and coordinate Local Fundraising Volunteers to support community-level mobilization.
i. Support program staff with basic fundraising skills and guidance on community engagement for local resource mobilization.
j. Monitor, evaluate, and report on local fundraising performance with clear financial breakdowns and impact stories.
k. Represent GLOFORD and the GLOFORD Institute of Innovation at local community and stakeholder engagements.
l. Ensure all fundraising activities comply with GLOFORD’s standards for accountability, transparency, donor care, and communication.
m. Perform any other relevant fundraising or partnership tasks as assigned.
Expected Deliverables & Part-Time Targets
a. Mobilize cash or in-kind resources based on agreed targets per year.
Organize at least 6 local fundraising events/campaigns per year (at least one every two months).
b. Establish and maintain at least 10 new local donor or partnership relationships per year.
c. Submit monthly updates and biannual performance reports with verified figures and lessons learned.
d. Document at least 5 local success stories or donor testimonials per year.
e. Lead in developing fundable concepts and proposals.
Required Qualifications & Competencies
Minimum Qualifications:
a. Bachelor’s degree in Business Administration, Marketing, Communication, Development Studies, Public Relations, Social Sciences, or a closely related field.
b. Post-graduate training in Fundraising, Marketing, Communication, Business Development, Project Management, Nonprofit Management, or other relevant fields is an added advantage.
c. Professional certificates in Fundraising, Local Fundraising, Marketing, Public Relations, Communication, Resource Mobilization, Community Mobilization, or related areas are a strong advantage.
Other Required Competencies:
a. Minimum of 3 years proven experience in fundraising, sales, marketing, community mobilization, or partnership building.
b. Strong track record of achieving or exceeding fundraising or sales targets.
c. Excellent networking, communication, negotiation, and relationship-building skills.
d. Established local networks in the target duty station(s).
e. Proven experience designing and implementing community fundraising events and campaigns.
f. Demonstrated ability to lead, mentor, and coordinate volunteers and staff in local fundraising.
g. High level of integrity, accountability, and strong alignment with GLOFORD’s mission and values.
h. Familiarity with donor stewardship, donor records management, and basic proposal development is desirable.
Contract Terms & Remuneration
a. Part-time contractual engagement with flexible working hours based on deliverables and approved workplan.
b. Monthly consultancy facilitation fee based on experience and budget availability.
c. Performance-based incentives for meeting or exceeding agreed targets.
d. Initial contract for 12 months, renewable subject to satisfactory performance and funding availability.
Reporting & Supervision
a. Direct Supervisor: Resource Mobilization & Partnerships Manager
b. Functional Collaboration: Program Managers, Business Development Management Team, Local Fundraising Volunteers, Finance Officer, and other relevant staff.
Code of Conduct
Local Fundraising Specialists must comply fully with GLOFORD’s Code of Conduct, Safeguarding Policy, Anti-Fraud Policy, and all donor compliance guidelines.
