Job details:
The Government of Uganda through the Ministry of Lands, Housing and Urban Development is implementing the land component of the Competitiveness Enterprise Development Project (CEDP). This project builds upon the Second Private Sector Competitiveness Project (PSCP ll), which helped improve the business environment by: decreasing policy constraints; strengthening institutions such as the Private Sector Foundation Uganda iPSFU); enhancing the private sector dialogue; and providing support to firms‘ The project aims at improving the competitiveness of Uganda and has five components which will be implemented by separate institutions. However, although the overall coordination and M & E of the Project will lie within the Project Coordination Unit (PCU) under the management of the Project Coordinator (PC) based in the Private Sector Foundation Uganda (PSFU), the Programme Support Co-ordination Officer and M & E Support Officer, will provide the necessary coordination and M & E support to the CEDP Land Component.

it is against this background that MoLHUD now seeks to acquire the services of a Programme Support Coordination Officer and Monitoring and Evaluation Support Officer to specifically support co-ordination and M & E activities of the project of the CEDP land component.

Job Title: Monitoring and Evaluation Support Officer
Function: To support the management and coordination of the M& E function for the CEDP Land component based on the project result and monitoring framework.
Reports to: The Permanent Secretary, Ministry of Lands, Housing and Urban Development
Terms of Employment: Government of Uganda

Duties:

  • Developing and implementing of a Monitoring & Evaluation (M&E) system for the CEDP land Component;
  • Analyzing, developing and presenting of M& E Reports for internal and external audiences.
  • Providing technical input into other programmes on M& E

Qualifications:

  • Honours Bachelor’s Degree in Economics, Statistics, Monitoring and Evaluation or any other related discipline plus a minimum of a Post graduate Diploma in Monitoring and Evaluation or related field from a recognized University/ Institution.
  • Possession of a Master’s Degree in Statistics, Economics or the equivalent from a recognized Institution will be an added advantage.
  • Applicants should have a minimum of seven (7) years relevant working experience in monitoring and evaluation, three of which should have been acquired at a senior level in Government or equivalent level of experience from a reputable organization.
  • Experience in Government and World Bank funded projects will be added advantage.

Skills and Competencies:

  • Skills in designing and/or implementing organizational level systems for M&E
  • Designing and/or implementing data collection and data management systems
  • Knowledge of data analysis software (e.g. SAS, SPSS) and basic computer skills (Word
  • Processing. Spread Sheets, and Databases) is required.
  • Knowledge of evaluation techniques (quantitative and qualitative methodologies, questionnaire development, statistical analysis, logic models, evaluation plans, etc)
