Earths Work LLC seeks a Policy & Regulatory Consultant to advise on the national carbon market framework and ensure project compliance with evolving climate regulations. This executive-level position will directly influence Uganda’s position in Article 6 negotiations, lead engagement with the Climate Change Department and NEMA, and design policies that attract carbon finance while protecting community rights.

Key Responsibilities

  1. Position Uganda in UNFCCC Article 6 negotiations and voluntary market governance
  2. Analyse implications of EU Carbon Border Adjustment Mechanism (CBAM) for Ugandan projects
  3. Analyse EU CRCF mechanism applicability for Ugandan Carbon Credits
  4. Support conversation on Joint Credit Mechanism implementation
  5. Support Uganda and other Sovereign bilateral transactions via EACC
  6. Ensure projects align with:
    1. Uganda Climate Change Act 2021
    2. National Land Use Policy
    3. Paris Agreement Article 6 requirements
  7. Develop policy risk mitigation strategies for carbon projects
  8. Train government counterparts on carbon market mechanisms
  9. Publish white papers on carbon markets, its drivers and socioeconomic benefits
  10. Ensure project alignment with Uganda’s national carbon policies and international standards. 
  11. Stay updated on evolving carbon market regulations and methodology updates.
  12. Train local teams on carbon measurement protocols.
  13. Support community engagement teams in explaining carbon benefits to stakeholders.

Required Expertise & Qualifications

  1. 5+ years of hands-on experience in nature-based carbon projects
  2. Proven track record in developing successful VCS, Gold Standard, or CCB-certified projects.
  3. Strong knowledge of IPCC GHG inventory guidelines, Carbon modelling tools and remote sensing for carbon stock assessment (optional but preferred).
  4. Experience in Uganda/Sub-Sahara Africa is a strong advantage.

Education & Certifications

  1. Master’s degree or PhD in Environmental Science, Forestry, Climate Change, or related fields.
  2. Certification in carbon accounting is a plus.
  3. Examples of past carbon project documents (e.g., PDDs, validation reports) if available.

Required Competencies

  1. Ability to interpret complex data and ensure methodological precision.
  2. Can troubleshoot carbon accounting challenges (e.g., leakage risks, baseline uncertainty).
  3. Works effectively with ecologists, remote sensing experts, and local communities.
  4. Comfortable working in dynamic environments with evolving regulations.
  5. Committed to high-integrity carbon credits and equitable benefit-sharing.
