Position Summary:

Provide technical support for expedited adoption and utilization of electronic platforms and databases for training, data collection and reporting in facility and community health care programs. Will take lead in offering technical support to the Uganda Ministry of Health to implement Clinic Master EMR activities aligned to the MOH digitalization agenda

Key Duties and Responsibilities

  • Serve as the MoH focal point with the EMR consultant for all ClinicMaster-related development, enhancement, and integration activities.
  • Support the operationalization and interoperability of new and existing systems while ensuring adherence to MoH Digital Health Strategic agenda, interoperability requirements, and data governance guidelines.
  • Serve as the go to technical lead to address MOH and MUWRP EMR system concerns, working closely with the system developer to address system requirements in a timely manner.
  • Provide technical support and mentorship to facilities and districts to strengthen EMR use and ensure accurate reporting aligned with the Program and MoH indicators
  • Provide technical guidance in the development of data collection and reporting tools for facility and community electronic reporting platforms to support tracking of program indicators aligned with MOH reporting requirements.
  • Work with MOH, districts, and MUWRP to conduct database management capacity building activities for continuous quality improvement including conducting data quality assessments.
  • Provide comprehensive technical support, training, and mentorship to MUWRP, district, and MoH staff including developing user guides and SOPs, building competencies, and strengthening sustainable and efficient use of the ClinicMaster EMR across facilities.

Qualifications, Skills and Experience

  • Bachelor's degree in information technology, BSc. Computer Science
  • Experience using Clinic Master will be of an added advantage
  • Experience working with technical teams to oversee the assessment, design, and implementation of information systems such as Clinic Master, Uganda EMR, Eafya, DHIS2, PIRS, and trackers including experience in software development and managing database
  • Advanced SQL querying and data management skills, including data manipulation, data cleaning and validation; aggregating and report preparation
  • Advanced knowledge and skill with popular open-source programming languages (either JAVA, Python or PHP and any other)
  • Ability to work in a dynamic and agile environment with changing requirements and priorities.
  • Demonstrated ability to work effectively with team members at different levels to include, line Ministries, local government, independent contractors/ consultants and project staff supporting the digitization process.
  • Experience working with technical teams to oversee the assessment, design, and implementation of informatics projects leveraging global goods such as Clinic Master, Uganda EMR, DHIS2, PIRS, and trackers including experience overseeing database and software development.
  • Demonstrated ability to work effectively with team members of both program and local government level.
  • Working with any of the health information systems including DHIS2, Open MRS, and fingerprinting system technology.

Personal attributes & physical ability:

  • Ability to work under minimal supervision
  • Ability to frequently travel to the MUWRP PEPFAR supported sites in Kayunga Region and districts that use Clinic Master across Uganda.

Supervisory Controls:

The Incumbent will serve under the immediate technical supervision of the MUWRP PEPFAR Program Manager and administrative supervision of the Assistant Commissioner, Health Services, Health Information Services, MOH.
