As WFP Uganda prepares to launch its next Country Strategic Plan (CSP) 2026–2030, the organization is entering a pivotal period that demands a bold shift in strategic positioning and financing. The upcoming CSP reflects Uganda's evolving national development priorities under Vision 2040 and places renewed focus on WFP's Changing Lives agenda — including resilience-building, social protection, and food systems strengthening.

To deliver effectively in this new landscape, WFP must expand and diversify its partnership base, with a strong emphasis on mobilizing long-term development financing and establishing deeper engagement with government and International Financial Institutions (IFIs).

The National Technical Advisor will play a central role in positioning WFP Uganda as a key humanitarian and development partner, providing tailored messaging and intelligence to position WFP's value proposition to Government, IFIs, development partners and decision-makers.

Reporting to the Country Director, the incumbent will work in close collaboration with senior management, technical units, and regional/global partnership offices to deepen Government and donor engagement, reinforce WFP's value proposition, and identify funding avenues.

ACCOUNTABILITIES/RESPONSIBILITIES:

Strategic Donor Engagement & Intelligence

Analyze national development plans, IFIs projects pipeline and support the implementation of an actionable strategy to determine how WFP could support the Government with furthering its priorities;

Engage with counterparts in the government offices of IFIs to raise the profile of WFP and provide timely advice of opportunities arising at different levels.

Identify entry points with IFIs and tailor outreach strategies based on donor profiles, mandates,

Provide direct technical support to the Country Office to build the capacity to engage in strategic dialogue with Ministry of Finance in particular, as well as other line ministries, national entities and IFIs, including World Bank, Islamic Development Bank (IsDB), International Monetary Fund (IMF), African Development Bank (AFDB), OPEC Fund and other relevant partners.

Value Proposition Development

Lead the development of IFI-specific value propositions articulating WFP's added value in thematic areas such as policy reform, systems development, resilience, climate adaptation, livelihoods, and social protection.

Support the formulation of CSP 2026–2030 partnership narratives, ensuring alignment with government priorities and donor interests.

Partnership Building & Strategic Representation

Broker and facilitate strategic meetings between WFP Uganda leadership, senior government officials (including at ministerial level) and IFIs.

Participate in or organize donor roundtables, joint field visits, and partnership forums in support of Uganda's evolving national development priorities

Government Engagement

Work closely with the Country Office key partners to align engagement strategies with Uganda's development agenda and sector working group priorities.

Collaborate with Government line ministries to advocate and explore programmatic convergence and co-financing opportunities, including with IFIs.

DELIVERABLES:

Develop tailored value propositions for WFP's engagement with International Financial Institutions (IFIs), highlighting WFP's unique contributions

Draft and refine partnership narratives for the CSP 2026–2030, ensuring alignment with national government priorities and donor objectives.

Coordinate and document outcomes of strategic meetings between WFP Uganda, senior government officials, and IFI representatives.

Organise and report on donor roundtables, joint field visits, and partnership forums supporting Uganda's national development agenda.

Prepare engagement strategies and briefing materials for collaboration with government line ministries and sector working groups, including identification of co-financing and programmatic convergence opportunities with IFIs.

QUALIFICATIONS AND EXPERIENCE

Education: Advanced University degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences or other field relevant to international development assistance, or First University Degree with additional years of related work experience and/or trainings/courses.

Desired experience for entry into the role:

Experience working in Government institutions and IFIs working closely with national authorities, and/or developing relationships and managing strategic partnerships with governments and development partners

Language: Fluency (level C) in English language and the duty station's language, if different.
