Background
The Amalgamated Transport and General Workers Union (ATGWU) is a trade union that traces its roots from the first labor organization to be formed in Uganda by the Uganda Motor Drivers Association during the Colonial Government in 1938. After independence in 1962, the union was registered through the amalgamation of several smaller unions representing workers in the transport sector, including railway workers, bus drivers, and other transport workers. In 1974, the ATGWU was incorporated as a trade union under the name of the Uganda National Trade Union Congress (UNATUC). The union has been recognized by the government for collective bargaining and economic issues such as healthcare, education, and social welfare. Through its long history, ATGWU has remained a vital force in advancing workers' interests through collective bargaining, contributing to social justice, and shaping Uganda's labor landscape. The union plans to recruit a suitably qualified Ugandan of impeccable integrity and commitment to fill the following position as detailed below:
POSITION Project Officer
Reports to Programmes Officer
Duty Station Head office
Contract period 2 years renewable
Age 35 and above
Job Purpose
This position exists to provide technical support in planning, implementation and coordination of all project activities and managing initiatives that empower workers and protect labor rights.
Responsibilities:
Project Management
- Project Planning & Implementation: Drawing up detailed work programs based on project action plans, such as organizing recruitment drives or member training.
- Member Advocacy & Support: Providing technical support to members on issues like decent work, collective bargaining, and occupational safety.
- Stakeholder Liaison: Acting as the primary contact point between the union, NUTI, local government, employers, and international partners like the ILO, UNFPA, UNESCO, CARE, UN-WOMEN, ITTF, UNIGlobal etc.
- Monitoring & Reporting: Tracking project milestones, managing operational budgets, and reporting regular progress reports for both union leadership and external donors.
- Capacity Building: Organizing and facilitating workshops to train shop stewards, workplace representatives, and other key stakeholders on topics such as health and safety, grievance handling, and organizational skills.
- Coordinate various projects committees for effective implementation of the selected projects and activities to achieve project goals and outcomes.
- Support the creation and maintenance of alliances between unions, civil society organizations, and other relevant actors.
- Plan activities, participate in the definition of activity planning and validation tools (terms of reference, operational budgets), and ensure their execution regarding the outputs and indicators defined in the project proposals.
- Coordinate research on existing labor relations laws and best practices that support decent work agenda of ILO C15+.
- Implement a monitoring, learning and evaluation strategy: tools, methodologies and addtities.
- Ensure all deliverables of existing Union projects, including marketing and impact indicators.
- Conduct baseline surveys, interviews, and focus group discussions to gather quantitative and qualitative data to establish evidence-based planning for specific project activities.
- Develop project proposals for the Development partners of the trade union.
Communication & Representation
- Ensure internal and external communication relating to trade union rights is systematic.
- Draft reports for donors and development partners in the labor movement.
- Provide media content for mainstream social media and union-targeted communications.
- Represent ATGWU to affiliates and in other forums where necessary.
Skills and Attributes:
- Strong project and financial management skills.
- Demonstrated experience in labor organizing, campaigning and advocacy.
- Experience in designing and delivering capacity-building programmes.
- Ability to conduct and coordinate research for advocacy purposes.
- Ability to use social media in a campaign environment.
- Participatory facilitation skills.
- Strong time management and task coordination skills.
- Strong team player, able to communicate with different colleagues from diverse backgrounds.
- Network coordination skills and ability to coordinate in a democratic alliance.
- Demonstrated experience drafting timely, accurate reports for internal and external accountability.
- Strong understanding of national employment legislation and international labor standards (e.g., ILO Conventions).
- High levels of tact and emotional intelligence for handling delicate interpersonal situations and conflict resolution during negotiations.
- Proven ability to write concise reports and speak confidently in front of large groups of workers or at conferences.
- Demonstrated knowledge of trade union operations as a MUST.
- Personal commitment to protecting and promoting the rights of transport workers.
Essential qualifications, skills and experience:
- Bachelor's Degree in Development studies, Social Sciences, Law, Economics, or Industrial Relations.
- Post graduate Diploma in Project Planning and Management or Monitoring and Evaluation.
- Master's Degree in Public Administration and Management is an added advantage.
- At least 7 years relevant working experience in project implementation and management; proven experience working with NGOs and/or Labour Unions is desirable.
