ASSIGNMENT TITLE: PROCUREMENT OF AN INDIVIDUAL CONSULTANT ON NAMAGUMBA- BUDADIRI-NALUGUGU ROAD PROJECT (39KM)-ENVIRONMENTAL SPECIALIST (RETENDER) Procurement Reference No. UNRA/SRVCS/2022-2023/00053

The Request for Expression of Interest follows the General Procurement Notice (GPN) published in UN Development Business Online and the website of the African Development Bank on 17th October, 2022 and UNRA Website on 19th October, 2022 respectively.

The Government of Uganda, through Uganda National Roads Authority (UNRA), has received financing from the African Development Bank (AfDB) towards the cost of Namagumba-Budadiri-Nalugugu Road Upgrading Project (39km) from gravel to bituminous standards and intends to apply part of the agreed loan proceeds to payments under the contract for an Individual Consultant - Environmental Special- ist.

The Project is aligned with Uganda's Vision 2040 and the third National Development Plan (NDP-III) 2020-2025, which seeks to harness the Country's potential growth opportunities in agriculture, tourism, strategic geographical location, and trade. The road project will contribute to building resilience in the beneficiary districts, expand livelihood opportunities and improve the people's socioeconomic well-being, particularly of women, youth, and persons with disabilities.

In fulfilment of AfDB and Government of Uganda (GOU) statutory requirements, the Environment and Social Impact Assessment (ESIA) and Resettlement Action Plan (RAP) for the project were undertaken. To effectively implement the Environmental and Social Management Plan (ESMP), the RAP and general safeguards on the project in a manner that is consistent with Uganda's legal requirements and the AfDB Safeguard standards, it is important that competent and qualified Environmental, Social and Health Safeguards (ESHS) Specialists are engaged. It is against this background that UNRA intends to recruit an Environmental Specialist for this project.

The Environmental Specialist will be responsible for UNRA project to ensure that environmental issues are addressed adequately during the implementation of the Namagumba-Budadiri-Nalugugu Road Project (39Km). The Terms of Reference (TOR) for the assignment can be found at www.unra.go.ug

The duration of the assignment is thirty (30) months.

Uganda National Roads Authority now invites Individual Consultants to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. Specifically, the Environmental Specialist shall be registered as a practicing Environ- mentalist and have a University degree in Environ- mental Management, Forestry, or related Natural Sciences. Postgraduate training in the relevant field and minimum of 8 years' relevant postgraduate experience is required.
