REQUEST FOR EXPRESSION OF INTEREST (CONSULTING SERVICES - FIRMS SELECTION) UGANDA ROADS AND BRIDGES IN THE REFUGEE HOSTING DISTRICTS/
: CONSULTANCY SERVICES FOR THE DEVELOPMENT AND THE OPERATIONALISATION OF THE NATIONAL CRASH DATABASE (NCD)
The Government of the Republic of Uganda represented by the Uganda National Roads Authority has received a grant of US$130.5million from the World Bank towards the cost of supporting The Roads and Bridges in Refugee Hosting Districts/Koboko Yumbe Moyo Road Comidor Project, and intends to apply part of the proceeds to payment of Consulting Services to be procured under this project the CONSULTANCY SERVICES FOR THE DEVELOPMENT AND THE OPERATIONALISATION OF THE NATIONAL CRASH DATABASE.
The main objective of the consultancy services is to design, develop deploy and pilot the NCD in three selected districts. The constant will al conduct a technical assessment of different database options including but not limited to existing and previously piloted orash database systems provide technical specifications and support procurement of required hardware and associated goods, develop institutional and implementation arrangements and also provide capacity-building to relevant departments

The system should harmonise the previous and current efforts of all the stakeholders involved in road safety. The NCD is expected to improve the availability and quality of road crash data, which can be shared, analysed. and assessed to improve the national road safety program across the country

The Uganda National Roads Authority now invites eligible Consulting firms ("Consultants") to indicate their interest in providing the Services Interested Consultants should provide sufficient information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting oriteria for the firm's capability and experience are
The Consultant is expected to have the following core competencies: The firm must have successfully completed at least Two (2) No. similar assignments related to the project

The firm should have at least Five (5) years experience in road safety related assessments including the extensive use of data to create action plans and other road safety interventions
The firm must have completed at least One (1) No. related assignments in low- and middle-income countries and must have project geographical experience in the sub-Saharan Africa, experience in high-income countries is beneficial to demonstrate the full range of conditions.

The Firm should demonstrate previous experience of at least Two (2) No. assignments in undertaking Road Safety projects on World Bank Financed Projects or other Multilateral Development Partners


Presence of appropriate skills among staff in the area of Road Safety Specialist Database Specialist/Programmer, Crash Investigation and Training Expert, Data Scientist, GIS Specialist. Social Development

Specialist Road Safety Awareness Expert, IT Network Expert (please do not submit CVs and biodata of experts at this stage

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14.3.16, and 3.17 of the World Bank's "Procurement Regulations for IPF Borrowers July 2016 revised November 2020 (Procurement in Investment Project Financing Goods, Works. Non-consulting and Consulting Services), setting forth the World Bank's policy on Conflict of Interest.


Consultants may associate with other firms to enhance their qualifications in the form of Joint Venture and/or Lead/Sub-consultancy Consultants shall indicate whether the association is a Joint Venture and/or Sub-consultancy. In the case of a Joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.


A Consultant will be selected in accordance with the Quality and Cost- based Selection (QCBS) method set out in the World Bank's Procurement Regulations for IPF Borrowers July 2016 revised November 2020.
