The Request for Expression of Interest follows the General Procurement Notice (GPN) published in UN Development Business Online and the website of the African Development Bank on 17 October 2022 and UNRA Website on 19" October 2022 respectively
The Government of Ugende has received a loan from the African Development Bank towards the cost of the construction of Namagume-Buddugugu
Road Upgrading Project (35km) and intends to apply part of the agreed loan proceeds to payments under the contract for Consultancy Services for the Feasibility Study and Detailed Engineering Design of Kilak (Gulu)-Rhino Camp Road (100km).
The Gulu (Kekhino Camp existing road starts at Kiek approximately 195 Km from Gulu City toward Atak along the Gulu-Nimule Highway and traverses solely through the district of Amuru (through Amuru toun) and terminates Ofor landing site at the Albert Nie. Currently, there is a Ferry crossing from Aboor Ferry Landing site (approximately 9 Km Southwest of Cher) on Amur side to Rhino Camp consequently connecting the Northem region to the West Nie region

Carry out a feasibility study of upgrading the selected route, including consideration of alternative routes and pavement options, road safe preliminary design, implementation plan schedule, economic and
Prepare a detailed engineering design for the selected route option including al data collection, field surveys and analysis to cover all aspects of detailed design. The design shall be complete covering aspects such as road Road Signage, and other related future
Prepare bidding documents for implementation of the works, based
on the approved detailed designs for the road upgrading works. These
documents should be suitable for international competitive bidding and
f necessary, in compliance with procedures of UNRA's Development Partners regarding procurement of works
Prepare a full Environmental and Social Impact Statement (ESS) and Environmental and Social Management Plan (ESP) in accordance with the National Environmental Management Authority guidelines, Environment, Social Health and Safety Management Systems and other applicable international Safeguards Standard
Prepare a Ful Restment Action Plan (RAP) in accordance with Government, legal and policy framework and international safeguards standards and develop a Stakeholder Engagement Plan (SEP)
The duration of the Feasibility Study and Detailed Engineering Design is 12 months
The Uganda National Roads Authority (UNRA) now invites eligible consu to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similer assignments, experience in similar conditions, and availability of appropriate skills among staff, etc.). Consultants may con Joint Ventures to enhance their chances of qualification
