The Request for Expression of Interest follows the General Procurement Notice (GPN) published in UN Development Business Online and the weble of the African Development Bank on 17 October,2022 and UNRA Website on 19 October 2022 respectively
The Government of Uganda he received loan from the African Development Benic towards the cost of the construction of Namagumbe-Buddin-Nelugugu Road Upgrading Project (38km) and intends to apply part of the agreed on proceeds to payments under the contract for Consultancy Services for the Feasibility Study and Detailed Engineering Design of Kilak (Gulu)-Rhino Camp Road (100km)
The Gulu Khino Camp existing road starts at Kink approximately 19.5 Km from Gulu City toward Atisk along the Gulu-Nimule Highway and traverses solely through the district of Amuru (through Amuru town) and terminates t Ofwore landing site at the Albert Nie. Currently, there is a Perry crossing from Aboor Ferry Landing site (approximately 9 Km Southwest of Chiron Amur side to Rhino Camp consequently connecting the Northern region to the West Nie region
The services consist of the Feasibility Study and Detailed Engineering Design of Kiek (Gulu-Rhino Camp Roed (100 Km) to enable efficient and proper implementation of the project. The consulting services (the Services) include the folowing
• Carry out a feasibility study of upgrading the selected route, including consideration of amative routes and pavement options, road safety preliminary design, implementation planschedule, economic and
• Prepare a detailed engineering design for the selected route option including all data collection, field surveys and analysis to cover all aspects of detailed design. The design shall be complete covering aspects such as roadway Road Signage, and other related fumiture Prepare bidding documents for implementation of the works, based on the approved detailed designs for the road upgrading works.
• These documents should be suitable for international competitive bidding and if necessary, in compliance with procedures of UNRA's Development Partners regarding procurement of works
• Prepare a full Environmental and Social Impact Statement (ESS) and Environmental and Social
• Management Plans (ESP) in accordance with the National Environmental Management Authority guidelines, Environment, Social Health and Safety Management Systems and other applicable international Safeguards Standards
• Prepare a Ful Resettlement Action Plan (RAP) in accordance with Government instutional, legal and policy framework and international safeguard standards and develop a Stakeholder Engagement Plan (SEP)
The duration of the Feasibility Study and Detailed Engineering Design is 12 months
The Uganda National Roads Authority (UNRA) now invites eligible consultant to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions and avalability of appropriate skills among staff, etc.). Consultants may constitute Joint Ventures to enhance their chances of qualification
Eligibility orters, establishment of the short-list and the selection procedure shall be in accordance with the African Development Banic's Procurement Framework, October 2015 which is able on the Bank's web www.ft.com Interested Consultants may obtain further information at the address below during office hours between 9.00 hours and 17.00 hours on working days
