East African Crude Oil Pipeline (EACOP) LTD invites suitably qualified, experienced and reputable companies, organizations or local joint ventures to express their interest in the provision of a Routine Inspection Contract, specifically for the implementation of Risk-Based Inspection (RBI) & Pipeline Integrity Management System (PIMS) Software for the EACOP pipeline in Uganda. The EACOP Project involves the construction and operation of a buried 1,443 km cross-country heated pipeline transporting crude oil from Kabaale, Uganda, to Tanga, Tanzania's East coast for export. It spans 296 km across ten (10) districts in Uganda and 1,147 km across eight (8) regions and twenty-five (25) districts in Tanzania.

BRIEF DESCRIPTION OF THE SCOPE OF THE SERVICES
The Contractor shall supply, configure, and implement a comprehensive Risk-Based Inspection (RBI) and Pipeline Integrity Management System (PIMS) software platform for the EACOP Export Mainline Uganda Section of 296 km and the Tilenga Feeder Line of 97.4 km. The scope includes GIS environment with the project's existing Pipeline Open Data Standard (PODS) architecture and establishing a direct interlink with the Computerized Maintenance and Inspection Management System (CMMS) to automate integrity workflows.

The platform must execute Level 1 and Level 2 semi-quantitative RBI assessments utilizing API 580, API 581, and API 1160 methodologies, referencing industry standards (ASME B31G/DNV-RP-F101) directly to correlate to In-Line Inspection (ILI) anomalies and historical operational data.

Furthermore, the Contractor shall execute end-to-end data migration, asset registration, and rigorous factory and user acceptance testing (FAT/UAT), backed by 24/7 continuous online technical support from dedicated pipeline and software engineers.

MINIMUM REQUIREMENTS
Companies, organizations, or local joint ventures are invited to submit the following in support of their Expression of Interest:

  • Certified corporate registration documents, including a valid Trading License, Certificate of Incorporation or Registration, a recent search from the Uganda Registration Services Bureau (URSB), and evidence of current statutory particulars and filings under the Companies Act, 2012 and the Companies Regulations, 2023, as applicable to the legal form of the applicant.
  • Uganda Revenue Authority (URA) TIN registration and valid Tax Clearance Certificate (TCC).
  • Evidence of active registration on the Petroleum Authority of Uganda (PAU) National Supplier Database (NSD).
  • Statement of compliance with the Petroleum (Refining, Conversion, Transmission and Midstream Storage) (National Content) Regulations, 2016.
  • Certified Quality Management System (QMS) complying with ISO 9001, alongside verifiable company policies regarding Information Security Management (e.g., ISO 27001) and standard Health, Safety, and Environmental (HSE) practices appropriate for IT/software service providers.
  • Summary of relevant corporate experience and a proven track record in successfully executing RBI and PIMS software implementations of similar scope, supported by client recommendation letters and software demonstration slide packs.
  • Comprehensive CVs and certified qualifications for the proposed 24/7 online technical support team, explicitly including a Senior Pipeline Engineer, an active certified API 510/570 Pipeline Engineer, and a dedicated IT/Software Engineer.
  • Details of organizational structure and resources demonstrating the capability to deliver continuous quality service, data migration, and software integration (PODS, CMMS, GIS).
  • Proof of financial capacity, including audited financial statements for the last three (3) consecutive years.
  • Company policies on Anti-Corruption, Anti-Bribery, Compliance, Business Ethics, and Human Rights.

Companies, organizations, or local joint ventures with the required capacity are invited to submit an Expression of Interest (EOI) by email, including the listed documents, to procurement.ug@eacop.com (maximum size 20 MB) no later than 17:00 EAT on 24th October 2026. The email subject must be: REG-00001259 - Provision of Routine Inspection Contract for Implementation of Risk-Based Inspection (RBI) & Pipeline Integrity Management System (PIMS) Software EACOP - Uganda.
EOI submissions must not exceed 20 pages and shall be submitted in the English language.

NOTE: EACOP LTD will review and assess the documents provided by companies, organizations or local joint ventures that have expressed interest in accordance with this EOI, and conduct evaluations based on internal criteria to determine which companies, organizations or local joint ventures will be included in the list of pre-qualified companies, organizations or local joint ventures. Only the pre-qualified companies, organizations or local joint ventures will, after signing a Non-Disclosure Agreement, receive an invitation to bid as a confirmation of the Call for Tender process. EACOP LTD reserves the right at its sole discretion to make the decision to select or reject a company, organization or local joint venture and maintain its decision without having to give reasons to the company, organization or local joint venture concerned.
