East African Crude Oil Pipeline (EACOP) LTD invites suitably qualified, experienced and reputable companies, organizations or local joint ventures to express their interest in the provision of a Routine Inspection Contract for Pipeline River Crossing Burial Survey across EACOP facilities in Uganda. The EACOP Project involves the construction and operation of a buried 1,443 km cross-country heated pipeline transporting crude oil from Kabaale, Uganda, to Tanga, Tanzania's East coast for export. It spans 296 km across ten (10) districts in Uganda and 1,147 km across eight (8) regions and twenty-five (25) districts in Tanzania.

BRIEF DESCRIPTION OF THE SCOPE OF THE SERVICES
The Contractor shall supply specialized surveying equipment, equipment and technical personnel to perform high-precision bathymetric, topographic, and geophysical surveys across designated river and watercourse crossings along the EACOP Right-of-Way (ROW) in Uganda.

These surveys are established as a routine integrity activity, with these surveys are established as a routine integrity activity, with these campaigns expected at least two (2) years after pipeline start up, followed by subsequent campaigns every three (3) years.

The scope covers:

  • High-resolution bathymetric and hydrographic profiling of river channels using singlebeam/multibeam echosounders deployed via motorized small vessels or watercraft.
  • Sub-bottom profiling and continuous seismic refraction/cover depth verification to confirm a minimum pipe burial depth of 1.5 m below the lowest active bed profile.
  • Establishment of high-precision DGPS/RTK geodetic control networks tied to project datum to survey riverbank approaches.
  • Scour assessments, geohazard identification, and channel migration monitoring for major watercourse crossings. This explicitly includes the Waiga River located on the Tilenga Feeder Line, as well as the Kafu, Nabakazi, Katonga, and Kikobe rivers located along the main EACOP Uganda export pipeline.

MINIMUM REQUIREMENTS
Companies, organizations, or local joint ventures are invited to submit the following in support of their Expression of Interest:

  • Certified corporate registration documents, including a valid Trading License, Certificate of Incorporation or Registration, a recent search from the Uganda Registration Services Bureau (URSB), and evidence of current statutory particulars and filings under the Companies Act, 2012 and the Companies Regulations, 2023, as applicable to the legal form of the applicant.
  • Uganda Revenue Authority (URA) TIN registration and valid Tax Clearance Certificate (TCC).
  • Evidence of active registration on the Petroleum Authority of Uganda (PAU) National Supplier Database (NSD).
  • Statement of compliance with the Petroleum (Refining, Conversion, Transmission and Midstream Storage) (National Content) Regulations, 2016.
  • Valid operating licenses, safety accreditations, and technical authorizations relevant to hydrographic and geophysical surveying in Uganda.
  • Certified Quality, Health, Safety, and Environmental (QHSE) management systems complying with ISO 9001, ISO 14001, and ISO 45001.
  • Summary of relevant corporate experience, technical capabilities, and a proven track record in executing bathymetric, sub-bottom profiling, and pipeline burial verification surveys on major infrastructure or watercourse crossings.
  • Comprehensive CVs and certified qualifications for proposed key personnel (e.g., hydrographers, geophysical surveyors, and geophysical surveyors).
  • Inventory list and specifications of surveying equipment, including singlebeam/multibeam echosounders, sub-bottom profilers, and high-precision DGPS/RTK positioning systems.
  • Proof of financial capacity, including audited financial statements for the last three (3) consecutive years.
  • Company policies on Anti-Corruption, Anti-Bribery, Compliance, Business Ethics, and Human Rights.

Companies, organizations, or local joint ventures with the required capacity are invited to submit an Expression of Interest (EOI) by email, including the listed documents, to procurement.ug@eacop.com (maximum size 20 MB) no later than 17:00 EAT on 24th October 2026. The email subject must be: REG-00001253 - Provision of Routine Inspection Contract for Pipeline River Crossing Burial Survey EACOP - Uganda.
EOI submissions must not exceed 20 pages and shall be submitted in the English language.

NOTE: EACOP LTD will review and assess the documents provided by companies, organizations or local joint ventures that have expressed interest in accordance with this EOI, and conduct evaluations based on internal criteria to determine which companies, organizations or local joint ventures will be included in the list of pre-qualified companies, organizations or local joint ventures. Only the pre-qualified companies, organizations or local joint ventures will, after signing a Non-Disclosure Agreement, receive an invitation to bid as a confirmation of the Call for Tender process. EACOP LTD reserves the right at its sole discretion to make the decision to select or reject a company, organization or local joint venture and maintain its decision without having to give reasons to the company, organization or local joint venture concerned.
