The National Information Technology Authority-Uganda (NITA-U)
has received financial support from Financial Sector Deepening
Uganda (FSD Uganda) towards the cost of designing, building and operationalizing an e-consent management system to facilitate private entities to access personal information about the data subject.
NITA-U is an autonomous statutory body established under the NITA-U Act 2009, to coordinate and regulate Information Technology services in Uganda under the general supervision of the Minister of Information, Communications Technology and National Guidance (MoICT & NG).
FSD Uganda is an independent not-for-profit company committed to promoting greater access to and usage of financial services in Uganda. FSD Uganda seeks to develop a more inclusive financial sector with a focus on low-income individuals (particularly women) and Micro, Small and Medium Enterprises (MSMEs).
FSD Uganda works with both public and private sector players to develop sustainable improvements in the livelihoods of low- income individuals through reduced vulnerability to shocks, increased incomes, and employment creation. FSD Uganda supports innovation, conducts research, helps promote and improve policy, laws and regulations that shape the financial sector in Uganda through targeted Technical Assistance (TA) and
grants.
The Government of the Republic of Uganda acting through NITA-U, designed and developed a Data Integration Platform (UgHub) through which entities (Public and Private) securely share data. On the part of private entities accessing full personal data profiles
from government data stores, there is a legal constraint under the Data Protection and Privacy Act that requires consent from the
data subject.

Why Share Personal Data with Consent
The need for easy and timely access to data is imperative for service delivery across service providers in public and private sector. Some of the data under consideration is not open for sharing without due processes aligned to data protection and privacy law. This is constraining the smooth open data sharing largely by the private entities.
The law provides for modalities that must be followed to seek consent from the data subject and this project aims at automating the process to allow data sharing across all entities.

Objective of assignment
The main objective of the assignment is to design, build and operationalize an e-consent system for fulfillment of the data integration and privacy Act requirement in sharing of personal data with private entities. The objective will be achieved through; a) Design and development of an orchestration data service on the data integration platform (Micro integrator) to determine the need for consent on a data request.
b) Design and development of a consent management layer for end-to-end process flow in consent management.
c) Integration with all telecommunication companies for SIM/ National Identification Number (NIN) Verification.
d) Integration with the government Simple Message Service (SMS) gateway for message relays between the e-Consent system and the data subject.

Scope of work
The project will focus on design, development and deployment of an e-consent management system to facilitate private entities to access personal information about the data subject. The vendor will provide a proof of concept to implement end-to-end integrations with 2 private entities.
In addition the vendor is expected to acquire SMS short code with a subscription of at least one year from Uganda Communication Commission.

Associations and Joint Ventures
Vendors may submit their REOI as an individual firm or in association in the form of a joint venture to enhance their qualification. All members of the joint venture shall be jointly and severally liable for the entire assignment.
