Background

CNOOC Uganda Limited, a leading oil and gas exploration company, is looking to fill multiple positions for its Oilfield Onsite Project Team and Production Department. Responsibilities

• Coordinate security operations to safeguard company personnel, assets and premises.
• Support the effective implementation of company security policies, procedures and emergency response measures in line with Ugandan law and industry best practices.
• Participate in developing and implementing security operation plans for the Company.
• Responsible for the day-to-day security of staff, Company premises and assets.
• Assist in supervising the daily deployment of the contracted guards.
• Coordinate with police stations and other security organs, fire stations and hospitals for emergency response.
• Oversee the CCTV operations and ensure that the system is fully functional.
• Maintain good rapport with government security organs, such as UPDF, Oil Police, ISO, traffic police, etc to collect security intelligence and advise staff on security situations.
• Ensure that the security gadgets are serviced and maintained as stipulated in the manual.
• Design monitoring tools to ensure compliance with security policies, procedures and regulations.
• Prepare weekly and monthly reports as well as any flash reports where there is need.
• Assist in developing and updating Company security policies.
• Participate in the security budget preparation.
• Participate in overseeing asset movement authorization procedures.
• Assist in the formulation of TORs for the security contractors
• Conduct spot checks on the contracted guard force to ensure that there is alertness and vigilance.
• Security information collection, assessment, analysis, timely reporting of early warning and implementation of preventive response measures.
• Conduct periodic risk assessments, security analysis and audits of security procedures and systems.
• Maintain good rapport with JV security personnel to share information and coordinate security efforts.
• Actively participate in designing, implementing and reviewing security management processes, flows and policies.
• Responsible for timely reporting, conducting investigations, analysis, and processing of security incidents.
• Responsible for organizing and coordinating security emergency drills.
• Coordinate security training of CUL staff and key contractor personnel. Develop training materials for such purposes.
• Communicate and coordinate with the government/police/military.
• Perform other duties assigned by the Supervisors.

Qualifications

• Bachelor’s degree in Security Management, Business Administration, Law, ICT, or any related field.
• At least 4 years of related work experience in security operations, preferably in the oil and gas, construction, or other large-scale industrial sectors.
• Demonstrated ability to liaise effectively with government security agencies, regulatory authorities, contractors, and local communities.
• Working knowledge of electronic security systems, including CCTV, access control, intrusion detection, and perimeter protection systems.
• Good understanding of integrating security and HSE requirements in industrial and construction environments.
• Proven ability to supervise and coordinate security personnel, including deployment, scheduling, briefing, and performance monitoring.
• Experience conducting or supporting security incident investigations, reporting, and implementation of corrective actions.
• Ability to work independently, exercise sound judgment, and effectively support site security operations with minimal supervision.
• Willingness to work in remote locations and adapt to a dynamic operational environment, including shift work where required.

Knowledge

• Extensive knowledge of corporate security coordination and management
• Extensive knowledge of incident investigation and root cause analysis.
