Uganda National Roads Authority has received financing from the World Bank toward the cost of the North Eastern Road-Corridor Asset Management Project (NERAMP) and intends to apply part of the proceeds toward payments under the contract for Supply. Implementation, Training. Support and Maintenance of an Enterprise Risk Management System for a Three Year Period at UNRA. For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank's Disbursement Guidelines for Investment Project Financing, except for those payments, which the contract provides to be made through letter of credit."
Uganda National Roads Authority now invites sealed Bids from eligible Bidders for Supply. Implementation, Training. Support and Maintenance of an Enterprise Risk Management System for a Three Year Period at UNRA.
Bidding will be conducted through international competitive procurement using Request for Bids (RFB) as specified in the World Bank's "Procurement Regulations for IPF Borrowers" 4 Edition November 2020 and is open to all eligible Bidders as defined in the Procurement Regulations.
Interested eligible Bidders may obtain further information from Uganda National Roads Authority. Email: procurement@unra.go.ug and inspect the bidding document during office hours 0800 to 1600 hours at the address given below.
The bidding document in English may be purchased by interested eligible Bidders upon the submission of a written
application to the address below and upon payment of a nonrefundable fees of UGX 100,000 (Uganda Shillings One Hundred Thousand). The method of payment will be registering the Payment on Uganda Revenue Authority Portal (URA) Website Portal. Print the Payment advice form after registering and register payment through URA Collection Banks. The document will be sent physically by a courier or authorized representative.
There shall be an online Pre-proposal meeting to be held on 27 September, 2023 at 2:00 p.m. Consultants are encouraged to submit official Email addresses in the written Application letters required in (6) above. The meeting link shall be shared with Consultants at an appropriate date
Bids must be delivered to the address below on or before 28 October 2023 at 11:00am. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders' designated representatives and anyone who chooses to attend at the address below on 20 October 2023 at 11:30am.
All Bids must be accompanied by a Bid Security of UGX 10,000,000 (Uganda Shillings Ten Million)

The fee chargeable should only be nominal to defray reproduction and mailing costs. An amount between US$50 and US$500 or equivalent is deemed appropriate For example, cashier's check, direct deposit to specified account number, etc
