Role and Responsibilities

Role: Technical Advisor – Renewable Energy Procurement
Direct Report: 
Power & Infrastructure Team Lead  
Candidates Required: 1

Key Deliverables:

Technical Due Diligence 

  • Review project designs, grid integration studies, and technology specifications for renewable energy tenders. 
  • Assess the technical soundness, efficiency, and compliance of proposed systems against industry standards and lender requirements. 
  • Identify potential technical risks and propose mitigation strategies to strengthen project viability. 

Bid Evaluation & Advisory 

  • Evaluate technical proposals against defined technical, financial, and ESG benchmarks. 
  • Prepare comparative analyses and scoring matrices to support transparent evaluation and decision-making. 
  • Provide written recommendations summarizing key findings, risks, and value-for-money assessments. 

Transaction Support 

  • Provide technical input to transaction documents, including term sheets, evaluation reports, and investment memos. 
  • Integrate engineering insights with commercial and financial perspectives to ensure holistic deal structuring. 
  • Support the review of EPC and O&M contracts to verify technical adequacy and performance obligations. 

Stakeholder Coordination 

  • Engage with government counterparts, DFIs, and private-sector partners to support transparent, technically rigorous procurement processes. 
  • Facilitate collaboration between internal teams, external advisors, and implementing agencies. 
  • Represent the project team in technical discussions, clarifications, and evaluation committee sessions. 

Knowledge Products 

  • Develop concise technical notes, case studies, and lessons learned from completed evaluations. 
  • Contribute to internal capacity building by documenting best practices in tender design, evaluation, and project implementation. 
  • Support the continuous improvement of evaluation tools, templates, and methodologies. 

Requirements

Experience Required: 

  • 10+ years’ experience in renewable energy or power systems engineering. 
  • Proven track record advising governments or DFIs on public procurement or competitive tenders. 
  • Experience liaising among IPPs, utilities, and public-sector institutions. 


Technical Requirements:

  • Degree in Electrical Engineering, Energy Systems, or related field. 
  • Familiarity with REIPPPP, Scaling Solar, or similar large-scale procurement frameworks. 
  • Understanding of grid integration, power system planning, and renewable energy technologies. 


Other Skills: 

  • Excellent stakeholder engagement and negotiation skills. 
  • Strong attention to detail and organization. 
  • Confident communicator, able to manage complex approval processes independently. 

Africa-based professionals preferred; fluency in English required, French desirable.
