1. Background about Oxfam in Uganda

Oxfam started working in Uganda in the 1960s. Since then, we have implemented both development and humanitarian programs to support practical and innovative ways for people to lift themselves out of poverty. 2. Information about the Project

Oxfam with funding from European Union Trust Fund (EUTF) is implementing a project “Strengthening Resilience through enhanced Local Disaster Risk Management Capacities” in Isingiro and Kyegegwa districts. The overall objective of the action is to reduce the potential negative environmental and socio-economic impact on local systems of the current and future displacements in south west Uganda.

Specifically this project seeks to strengthen local preparedness and resilience of refugees and host communities through improved natural resources management, disaster risk mitigation and early warning systems in the two refugee hosting districts of Kyegegwa and Isingiro. This will be achieved by reducing forest exploitation, restoration and natural resource management activities. The action will also improve environmental governance through advocacy, environmental education and influencing. Building on current ongoing waste to value innovations projects this action will further provide sustainable and environmentally friendly energy sources from human faeces to make fuel briquettes and biogas generation. Capacity building of local actors and district staff will lead to improved planning, awareness and adjusted plans incorporating disaster risk mechanisms resulting into sustainable program. Oxfam will work to strengthen its disaster preparedness for a potential response to a new refugee influx or epidemic. Oxfam as the lead partner implements this Action with two local partners as Co-Applicants: Civil Society Budget Advocacy Group (CSBAG) and Joint Efforts to Save the Environment (JESE).

3. Background and Objectives of the training

- Background of the training

Oxfam conducted a Vulnerability Capacity Assessment for 8 sub counties (3 in Kyegegwa district and 5 in Isingiro district) in June 2021. During the assessment, the stakeholders recommended a number of Disaster risk reduction measures that would reduce their vulnerability to disasters in their respective sub counties. The main measures recommended for actions included; afforestation, land restoration, sustainable wetland management, soil and water conservation management on the hill slopes and water resources management and water and sanitation.

- Objectives of the training

• To strengthen the capacity of sub county Environment committees to continue supporting the conservation and management of natural resources in their respective sub-counties and villages,
• To equip the sub county stakeholders with hands on skills to implement practical solutions to conserve and manage natural resources in their sub-counties

4. Scope of Work

Oxfam is seeking to hire a consultant to train the Sub County Environment Committees on Natural Resource Management, Their Roles and Responsibilities in 2 districts of Kyegegwa and Isingiro. The training will be conducted in a period of 8 days and at least 1 day per sub county. The training will focus particularly on the target refugees and host sub counties in Kyegegwa and Isingiro Districts where Oxfam has been implementing the project. The key stakeholders that will be targeted with the proposed activities are as listed below;

Natural Resource User Groups (Farmer groups, Environment groups and Water User groups),
The sub county and settlement (Kyaka and Nakivale) Sub County Disaster Management Committees,
Local Partners - Local and National Humanitarian Actors (LNHAs) and
OPM/ UNHCR officials

5. Study Methodology

The consultant will develop its own training material to conduct the trainings. The training methods you prefer should be sensitive to the target population and robust enough to provide adequate hands on skills to the trainees. The consultant will develop a training material for subject areas such as water resources management, afforestation etc as outlined in the background above. Overall, the methodology section should cover approaches and methods that will be used to conduct the training.

6. Study Outputs/Deliverables

The following are the key deliverables for the survey;

Inception report that details the following:
• Detailed training material
• Work plan
• A draft training report
• Final training report and
• Three hard copies of the final report and a soft copy to Oxfam office report

7. Timeframe and estimated working days

The assignment will be undertaken from 12th- 21st July 2023 lasting a total of 8 working days from the date of signing the contract.

8. Supervision/management of the assignment

Oxfam Uganda will supervise the process. Specifically, the consultant will report to Disaster Risk Management Coordinator based in south west. The consultant will be expected to work closely with, and interact a lot with Oxfam DRR officers, Team Leaders in Kyaka II and Nakivale, Public Health Engineering, Public Health Promotion Officers and Graduate Trainees.

9. Payment

100% payment will be processedupon completion of task/ assignment and submission of an approved final report and any agreed upon products of the study and invoice. The professional fees applicable will be subject to statutory 6% withholding Tax

• Summary of the total costs for the services proposed,
• Proof of past works experience/ demonstrable expertise on natural resource management, disaster risk reduction, especially in southwest region of Uganda,
• Contact details for three references OXFAM can contact.
• Ability to work with communities in relevant local languages will be an advantage.

The consultant is expected to demonstrate excellent communication skills (verbal and in writing) in English.
