Kabale University (KAB) is a Public University established by the Parliament of Uganda through Statutory Instrument 2015, No. 36. KAB operates in accordance with the Universities and other Tertiary Institutions Act, Cap. 262. It enjoys the unique status of being the first university in Uganda to transition from private to public status.
The current student enrolment stands at 8,000, with students coming from across Uganda and neighboring East African countries of Rwanda, Burundi, Tanzania, Kenya, the Democratic Republic of Congo, South Sudan and Somalia.
The main campus is located on Kikungiri Hill in Kabale Municipality, about 2km off Kabale-Katuna-Kigali (Rwanda) Highway. Its strategic location lies between the Anglophone and Francophone regions of East Africa, offering a peaceful and conducive environment for academic pursuits.
KAB currently offers diploma, undergraduate and post graduate programmes across the 9 Faculties and 2 Institutes. The Kabale School of Medicine, Faculty of Computing Library and Information Science, Faculty of Engineering, Technology, Applied Design and Fine Art, Faculty of Education, Faculty of Social Sciences, Faculty of Economics and Management Sciences, Faculty of Science, Faculty of Law, Faculty of Agriculture and Environmental Sciences, the Institute of Language studies and the Institute of Tourism and Hospitality Management.
PURPOSE OF THE JOB
To provide academic and administrative leadership to the University for the effective management and efficient use of human and fiscal resources in compliance with the law, University Regulations and Strategic Plan.
DUTIES AND RESPONSIBILITIES
(a) Policy and Planning Formulation
Spearheads and co-ordinates the development and review of policies, strategic plans, budgets and other interventions designed to achieve growth, academic and professional excellence in university programs.
(b) Management and Fiscal Control
i. As the Chief Executive of the University is responsible for maintaining efficiency, effectiveness and good governance of the University.
ii. Provides efficient leadership to the University through coordinating the effective implementation of strategic management plans and Council decisions.
iii. Directs and supervises the Senior Management Team responsible for the academic, financial and administrative functions of the University and monitors their performance in line with the prescribed performance targets.
iv. Mobilizes both internal and external resources necessary for the implementation of the University policies, plans and programs.
v. Oversees the acquisition and effective allocation of resource to various University academic bodies and administrative units.
(c) Responsibility to Council
i. Is a member of the University Council and presents the University position and recommendations on various issues and challenges requiring Council intervention as prescribed by law.
ii. Causes to be prepared and submits specific reports to Council as instructed.
iii. Responsible to the Council for the general conduct and discipline of university staff and students.
(d) Responsibility to Senate
As Chairman of the Senate, directs the implementation of Senate decisions
(e) External Liaison
i. Represents the University externally in order to promote awareness and understanding of the University mission, objectives, policies and programs
ii. Key spokesperson of the University on all matters.
KEY OUTPUTS
a) University policies, strategic plans, budgets and other interventions developed and implemented
b) Efficient, effective and good governance of the University.
c) Timely and effective implementation of strategic plans, Council and Senate decisions.
d) Attainment of set performance targets by the Senior Management Team.
e) Adequate resources for implementation of the University policies, plans and programs.
f) Resources acquired and effectively and equitably allocated to various University units.
g) Timely and quality reporting on university operations to Council.
h) Good conduct on part of staff and students.
i) Senate decisions effectively implemented.
j) Positive public awareness and publicity for the University.
PERSON SPECIFICATIONS
i. Should have an earned Ph.D. degree from a reputable University
ii. Should be at the rank of at least Associate Professor.
iii. Should have excellent record of scholarship, administration, teaching, and service to the public of not less than ten (10) years.
iv. Should have a strong record of research, publications, and postgraduate supervision.
v. Should have experience of senior university or equivalent institution leadership at the rank of at least Dean/Director for at least four (4) years.
vi. Should have good interpersonal skills.
vii. Should have proven ability in strategic planning, policy development, governance and financial management.
viii. Should have proven experience in international partnerships, collaborations and networking
ix. Should have ability to mobilize and attract resources and other forms of support for university programs
x. Should have good management, communication and negotiation skills
