Consultancy Services for an Agroecology and Resilience Study

DaiiChurchAid (DCA) Uganda invites qualified individual consultants and consulting firms to submit proposals for conducting a study on the Adoption, Outcomes and Lessons Emerging from DCA's Agroecology and Resilience Design Interventions implemented since 2023 in Yumbe, Terego and Kabale Districts in West Nile, Uganda.

BACKGROUND:

Since 2023, DaiiChurchAid (DCA) has been implementing agroecology and resilience design-focused interventions in the districts of Yumbe, Terego and Kabale. These interventions seek to strengthen household resilience, improve food and nutrition security, promote environmentally sustainable farming systems, enhance livelihoods, and support communities to better cope with social, economic and climatic shocks.

DCA's work on agroecology is guided by the 10 elements of agroecology framework developed by FAO and the 13 principles of agroecology. Through this framework, DCA has promoted a range of agroecological principles and practices aimed at enhancing the sustainability, productivity, and resilience of farming systems. Additionally, DCA has also adopted the Resilience Design approach that optimizes nutrient and water usage at the farm level to improve resource efficiency and climate resilience. Key practice implemented under these initiatives include sustainable soil and water management, diversified farming systems (bio-integrators), locally adapted agricultural technologies, synergy & system integration, climate-resilient production approaches, collective action, and market-oriented livelihood opportunities. DCA has also supported selected agricultural value chains applying agroecology and resilience design practices by linking producers to output markets as a pathway for improving incomes and strengthening household resilience. Throughout the program, cross-cutting themes have been given to gender equality and the inclusion of vulnerable groups to ensure equitable participation and access to benefits.

After three years of piloting agroecology/resilience design implementation, DCA seeks to generate evidence on the extent to which the promoted agroecological and resilience approaches have been adopted and sustained by targeted communities, and the changes that have resulted from their adoption. The study will provide a deeper understanding of what has worked well, what has not worked as intended, and the factors that have influenced programme outcomes. It will also capture lessons, innovations, community knowledge, and implementation experiences that can inform future programming and contribute to wider learning and policy dialogue on agroecology and resilience in Uganda. Over 2,000 households in the three districts have been engaged in agroecology since the beginning of the program in 2023.

Purpose of the Study

The purpose of the study is to assess the adoption and outcomes of DCA's agroecology and resilience design interventions implemented since 2023 and to generate evidence, learning and recommendations to guide future programming, capacity strengthening and policy engagement.

Objectives of the Study

The study will pursue three objectives:

1. To examine the extent to which agroecological principles, practices and value chains interventions promoted by DCA have been adopted, adapted and sustained by programme participants in Yumbe, Terego and Kabale.
2. To assess the outcomes associated with the adoption of these interventions, particularly in relation to household resilience, food and nutrition security, livelihoods, environmental sustainability, market engagement and gender equality.
3. To document lessons learned, promising practices, local knowledge, innovations and implementation challenges, and to provide recommendations for strengthening and scaling DCA's agroecology and resilience programming.

Scope of the Assignment

The successful consultant/firm will undertake a comprehensive mixed-methods study that will include:

• Review of programme documentation;
• Field engagement with programme participants and key stakeholders;
• Assessment of adoption levels and outcomes of agroecology and resilience interventions;
• Analysis of agricultural value chains and gender dimensions;
• Documentation of lessons learned, innovations, successes factors, and implementation challenges.

Duration

The consultancy is expected to be completed within a period of two months from the date of contract signing. This includes desk review, fieldwork, data analysis, report writing, and any stakeholder engagement activities.

Consultant Qualifications:

• A minimum of a master's degree in Agroecology, Agriculture, Environmental Conservation, Soil and Water Engineering, or a related field;
• At least five (5) years of relevant experience in agricultural production, environmental conservation, resilience programming, or landscape restoration;
• Demonstrated experience in conducting agroecology research, programme assessments, impact studies, or similar assignments;
• Strong analytical, data collection, facilitation, and report-writing skills;
• Experience working in refugee-hosting and resilience-building contexts is an added advantage.

• A Technical Proposal outlining the methodology, work plan, and approach for executing the consultancy assignment and a Financial Proposal detailing the consultancy costs.
