MWE/WSDF-N/WRKS/2026-2027/00001. | Construction of Itula Rural Growth Centre Water Supply System and Sanitation Facilities in Obongi District. | UGX: 25,000,000. | Itula Sub County Offices in Obongi District on 17th September, 2026, at 10:00am. | 1st October, 2026.

1. The Government of Uganda under the Ministry of Water and Environment has received funds from the Federal Republic of Germany through the German Financial Cooperation and KfW to implement the Climate Resilience and Water Infrastructure for Refugees and Host Communities in Northern Uganda Programme and intends to apply Part of the funds to be used for the acquisition of the above works.
2. The Entity invites sealed bids from eligible bidders for the provision of the above works.
3. Bidding shall be conducted in accordance with the procedures contained in the Public Procurement and Disposal of Public Assets Act, 2003 (the Act) and the Regulations made under the Act and is open to all bidders.
4. Interested eligible bidders may obtain further information and inspect the bidding document at the address given below at 8(a) from 8:30am to 5:00pm during official working hours.
5. The bidding document which has been prepared in the English language may be purchased by interested bidders at 8(a) upon payment of a non-refundable fee of UGX: 100,000= (Uganda Shillings One Hundred Thousand Only). The method of payment will be by Direct Debit to URA Accounts.
6. Bids must be delivered to the address below at 8(c) at or before 10:00am on dates stated in the table above. All bids must be accompanied by a bid security in form of an unconditional bank guarantee and in the amount stated in the table above. Bid securities must be valid until 7th May, 2027. Late bids shall be rejected. Bids will be opened in the presence of the bidders representatives who choose to attend at the address below at 8(b) at 10:30 am on dates indicated in table above.
7. There shall be a pre-bid meeting/site visits (Site Visit is Mandatory) as indicated in the table above.
8. Bidders should note the following:
   (a) Documents shall be inspected from, issued from, and delivered to the Procurement Unit Office, Water & Sanitation Development Facility – North, Ministry of Water and Environment, Plot 14/16, Maruzi Road, Lira City, P.O. Box 381, Lira District.

9. The Planned Procurement Schedule (subject to changes) is as follows:
