CONSULTANCY SERVICES FOR MONITORING & EVALUATION (M&E) OF THE CONSTRUCTION OF THE BUSEGA-MPIGI EXPRESSWAY (27.3 KM) PROJECT.
REQUEST FOR EXPRESSION OF INTEREST

The Government of Uganda (GOU) has received Additional Financing from the African Development Bank (AfDB) towards the cost of the Multinational Uganda/Rwanda: Busega-Mpigi and Kagitumba-Kayonza-Rusomo Road Projects to fund the Busega-Mpigi Expressway (26.7 Km). The Government intends to apply a portion of the proceeds of the loan towards the Consultancy Services for Monitoring and Evaluation of Busega-Mpigi Expressway Project including the Busega System Interchange works.
The Monitoring and Evaluation assignment will assess the socio-economic impacts of the expressway project on beneficiaries, and the national and regional economy through an Economic Impact Assessment (EIA). The assessment will evaluate the project’s economic and social outcomes by examining its effects on businesses, local governments, and households within the project’s zone of influence. At the national and regional levels, it will assess the project’s contribution to improving the transport efficiency of the Northern Corridor Transit and Transport Route, including the elimination of bottlenecks, enhanced freight and passenger mobility, reduced travel times and trade costs, improved access to social and economic services, and strengthened regional integration and cross-border connectivity.
The assignment will use economic evaluation and traffic simulations methods to determine the impact of the project. The assessment will focus on key outcome indicators, including: congestion reduction or otherwise, travel time savings, Vehicle operating Cost (VoC) savings, trade flows, employment creation at implementation and projections at operation, changes in household incomes, improved (or otherwise) industrial activity, environmental and social impacts, including air quality improvements, noise pollution, and reduction (or otherwise) in greenhouse gas emissions, as well as the project’s overall contribution to economic growth. The Consultant will be responsible for updating annually the project output and outcome indicators in the results-based framework.
Specifically, the consulting services will comprise the following:
i. Agree, in consultation with the stakeholders, on the economic and social indicators and establish the baseline situation of the major indicators of the project and in particular, those provided for in the project appraisal report (PAR) Results Framework.
ii. Undertake periodic monitoring and evaluation at mid (2028) and end term (2030) of the identified indicators to determine progress or otherwise on achievements of desired outcomes.
iii. Undertake direct surveys of businesses, suppliers, transport operators, households, freight operators, etc. including interviews with transporters to facilitate deeper understanding of the transport and wider economic impacts of the road project.
iv. Advise MoWT on the most appropriate way of measuring noise and air quality as part of the monitoring exercise of the effect of road/water traffic in the districts.
v. Undertake data collection relating to the socio-economic performance of the beneficiaries on a year-on-year basis to underpin analyses regarding the impact of investments on road network capacity enhancements.
vi. Model the traffic flows on the project as a basis to determining/assessing the extent of traffic congestion relief attained under the project as a measure of economic efficiency gained.
vii. Carry out transport service surveys to assess changes in flows related to passengers, freight volumes and tourist flows including seasonal variations.
viii. Assess the initial performance of the tolling operations by collecting and analyzing available toll revenue data to evaluate the project’s early revenue generation, and implications for the long-term financial sustainability of the expressway.
ix. Collate the findings of the EIA for public information and future planning guidance on development and improvement of infrastructure.
The duration of the assignment is expected to be a Maximum of Forty-Eight (48) months inclusive of the Defects Notification Period.
The Government of Uganda (GOU) through Ministry of Works and Transport now invites eligible consultancy firms to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may constitute joint ventures to enhance their chances of qualification.
Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Procurement Policy for Bank Group-Funded Operations” approved October 2015, which is available on the Bank’s website at http://www.afdb.org.
